In 1993, the US Public Health Service convened a panel of 13 nongovernment scientists and scholars with expertise in economics, clinical medicine, ethics, and statistics to review the state of cost-effectiveness analysis and to develop recommendations for its conduct and use in health and medicine. Publishing their results in 1996, they proposed the most explicit set of guidelines (together with their rationale) ever defined on the conduct of CEAs. Trial-based economic evaluations are increasingly conducted to support healthcare decision-making but there are inevitable methodological challenges. This tutorial provides step-by-step guidance on how to combine appropriate statistical methods using a ready-to-use R script, and addresses missing data, correlated costs and effects, baseline imbalances, and skewness of costs and/or effects. The authors also provide the theoretical background of these methods, and demonstrate their application through a simulated trial-based economic evaluation.

This resource pack, curated by the Center for Health Decision Science, provides selected examples of modeling approaches used to conduct analyses relevant to maternal and reproductive health. Some papers focus on a particular problem (e.g., screening for prenatal syphilis, comparison of alternative strategies for safe abortion), while others explore strategies for reducing morbidity and mortality from the entire spectrum of pregnancy and childbirth-related complications. Several of the examples model the primary drivers of maternal mortality (e.g.,…

The growing burden of non-communicable diseases (NCDs) in low- and middle-income countries may have implications for health system performance in the area of financial risk protection, as measured by catastrophic health expenditure (CHE). This article compares non-communicable diseases catastrophic health expenditure to the CHE cases caused by communicable diseases across health systems to examine whether: (1) disease burden and catastrophic health expenditure are linked, (2) Catastrophic health expenditures secondary to NCDs disproportionately affect wealthier households and (3) whether the drivers…
