This module introduces the basic techniques of “decision science” that are used in policy making. The materials are mainly prescriptive, focusing on how to make good decisions, but also include examples of the systematic ways that people make poor decisions. The module: (1) surveys the meanings of utility; (2) examines decision making in conditions where risk is not an issue; (3) examines decision making in conditions where risk is an issue because the likelihood of…

The Internet Encyclopedia of Philosophy (IEP) was founded in 1995 to provide open access to detailed, scholarly information on key topics and philosophers in all areas of philosophy. The Encyclopedia's articles are written with the intention that most of the article can be understood by advanced undergraduates majoring in philosophy and by other scholars who are not working in the field covered by that article. This study performed a retrospective extended cost-effectiveness analysis simulation study of Vietnam's 2007 comprehensive motorcycle helmet policy. Modeling results showed that following its introduction, the helmet policy likely prevented approximately 2,200 deaths and 29,000 head injuries, saved individuals US$18 million in acute care costs and averted US$31 million in income losses. From a societal perspective, such a comprehensive helmet policy would have saved $11 000 per averted death or $830 per averted non-fatal injury.

This is a review of economic evaluations of complex health interventions. Complex interventions, involving interlinked packages of care, challenge the application of current methods of economic evaluation that focus on measuring only health gain. The authors find that complex interventions may be problematic on two levels. First, the complexity means the intervention may not fit into one of the current appraisal systems, and/or second, maximizing health is not the only objective. This paper discusses the…

This chapter presents an overview of the uses for cost-effectiveness analysis and disease-simulation modeling to rigorously evaluate alternatives to reduce mortality from cervical cancer. Scientific advances have provided opportunities over time to revisit strategies for cervical cancer prevention. How to invest health resources wisely, such that public health benefits are maximized-and opportunity costs are minimized-is a critical question in the setting of enhanced cytologic screening methods, human papillomavirus DNA testing, and vaccine development. Developing sound…

This article, written for the non-decision analyst, describes what decision analysis is, what it can and cannot do, why one should care to do this, and how one does it. Keeney describes decision analysis as "a formalization of common sense for decision problems which are too complex for informal use of common sense." He provides a more technical definition also, describing decision analysis as "a philosophy, articulated by a set of logical axioms, and a methodology…
