Howard Raiffa (1924-2016) had a profound influence on all aspects of the decision sciences and on the fields of systems analysis and operations research. He guided the introduction of the decision sciences into numerous fields such as business, medicine, public health, the environmental sciences, and law, and was instrumental in building world-recognized institutions such as the Kennedy School at Harvard and the International Institute for Applied Systems Analysis near Vienna, Austria. This module uses latent print (fingerprint) identification as a case study of the broader category of forensic pattern recognition evidence. The case of forensic pattern recognition evidence is meant, in turn, to be a case study of the broader issue of the interaction between science and law and policy. The case of fingerprinting identification poses challenging questions for legal professionals and policy-makers. Although fingerprint identification is one of the most widely used and widely trusted…

This review monograph was prepared in response to a request from the United States Air Force Research Laboratory for a study of modern decision science that would aid in its planning of research programs and, more specifically, developing methods and tools for decision support. The emphasis is on relatively high-level decisionmaking rather than, say, that of pilots or intelligence analysts in the midst of real-time operations. They focus largely on what the military refers to as…

This book was originally written to introduce Centers for Disease Control and Prevention staff to the concepts of decision and economic analysis, to provide guidance on methods to maximize comparability of studios, and to provide access to frequently used reference information. It has been adapted to meet the needs of scientists and managers in state and local health departments and managed care organizations as well as students in schools of public health and clinicians for…

This analysis estimated the costs associated with preventing Covid-19 deaths by vaccinations versus lockdowns. Publicly available datasets from the Israeli Ministry of Health were used to model the parameters of the pandemic in Israel. The Oxford COVID-19 Government Response Tracker was used for quantitative data on government policies. Data on the Israeli economy were taken from the Central Bureau of Statistics. The models demonstrate that the first lockdown prevented 1022 COVID-19 deaths at the cost…

In order to maximize the value for money for HIV services and increase efficiency without sacrificing quality, robust and up-to-date data on costs, efficiency and its determinants are needed. This PLOS collection, Economic Efficiency of HIV Services, presents recent, high-quality evidence from low- and middle-income countries on costs and technical efficiency of HIV services and their determinants. These data contribute to the current discussion on optimizing resources for HIV services and can provide programmatic guidance for…

This module introduces the basic techniques of “decision science” that are used in policy making. The materials are mainly prescriptive, focusing on how to make good decisions, but also include examples of the systematic ways that people make poor decisions. The module: (1) surveys the meanings of utility; (2) examines decision making in conditions where risk is not an issue; (3) examines decision making in conditions where risk is an issue because the likelihood of…

Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…
