This collection brings together more than 50 contributions from some of the most influential researchers in health economics. It covers theoretical and empirical issues in health economics, with a range of material on equity and efficiency in health care systems, health technology assessment and issues of concern for developing countries. This revised second edition is expanded to include four new chapters, while all existing chapters have been extensively updated. The Elgar Companion to Health Economics, Second Edition…

In this chapter, Howard Raiffa discusses the evolution of decision analysis and his personal involvement …
In this chapter, Howard Raiffa discusses the evolution of decision analysis and his personal involvement in its development. He describes the early days of Operations Research (OR) in the late 1940s with its approach to complex, strategic decision making. After reading John von Neumann and Oskar Morgenstern’s Theory of Games and Economic Behavior (1947) and Abraham Wald’s two books (1947, 1950), he became involved in statistical decision theory. A few years later, after reading Leonard…

This book was originally written to introduce Centers for Disease Control and Prevention staff to the concepts of decision and economic analysis, to provide guidance on methods to maximize comparability of studios, and to provide access to frequently used reference information. It has been adapted to meet the needs of scientists and managers in state and local health departments and managed care organizations as well as students in schools of public health and clinicians for…

In 1993, the US Public Health Service convened a panel of 13 nongovernment scientists and scholars with expertise in economics, clinical medicine, ethics, and statistics to review the state of cost-effectiveness analysis and to develop recommendations for its conduct and use in health and medicine. Publishing their results in 1996, they proposed the most explicit set of guidelines (together with their rationale) ever defined on the conduct of CEAs. The panel recommended analysts include a "reference-case"…

This article, written for the non-decision analyst, describes what decision analysis is, what it can and cannot do, why one should care to do this, and how one does it. Keeney describes decision analysis as "a formalization of common sense for decision problems which are too complex for informal use of common sense." He provides a more technical definition also, describing decision analysis as "a philosophy, articulated by a set of logical axioms, and a methodology…

This teaching pack, curated by the Center for Health Decision Science, features videos introducing heuristics used in decision making. While these “mental shortcuts” can be useful in some circumstances, they can lead to more errors than deliberate, rational thinking. An awareness of these heuristics is useful to decision makers. This series of videos on heuristics was developed by Professor Joe Pliskin during his residency with the CHDS Media Hub led by Jake Waxman. They reflect…

Prescribed fires are fires that are started under controlled conditions. This is an important strategy used by professionals in modern forest management. Designing, planning, and executing strategies that rely on prescribed fires is challenging because of multiple uncertainties (e.g., weather, fire behavior, etc.). In this paper, decision analysis techniques are used to evaluate prescribed fire decisions in three national forest case study applications.

This self-directed tutorial is for a decision analytic model related to the execution and management of prescribed burns within forests. This tutorial builds upon the work of the publication: Cohan D, Haas SM, Radloff DL, Yancik RF. Using Fire in Forest Management: Decision Making Under Uncertainty. Interfaces 1984; 14 (5): 8-19. Value-of-information analysis (VOI) is an analytic approach used to inform research priorities, guide clinical trial design, and provide information for decisions about reimbursement. The authors review existing web-based tools to facilitate VOI calculations. These include Sheffield Accelerated Value of Information (SAVI), the web interface to the BCEA (Bayesian Cost-Effectiveness Analysis) R package (BCEAweb), Rapid Assessment of Need for Evidence (RANE), and Value of Information for Cardiovascular Trials and Other Comparative Research (VICTOR).
