Howard Raiffa (1924-2016) had a profound influence on all aspects of the decision sciences and on the fields of systems analysis and operations research. He guided the introduction of the decision sciences into numerous fields such as business, medicine, public health, the environmental sciences, and law, and was instrumental in building world-recognized institutions such as the Kennedy School at Harvard and the International Institute for Applied Systems Analysis near Vienna, Austria. This report details the work of the Methods for Economic Evaluation Project (MEEP), which aims to promote a consistency in the methods used for economic evaluations. The report is targeted especially at low and middle-income countries (LMICs). The Bill and Melinda Gates Foundation is a major funder of health economic evaluations in LMICs, but there is substantial variation in the methods used and the quality of the analyses produced. The report drew on expertise from…

This article reviews trends and developments in decision analysis applications, based primarily on a survey of decision analysis applications published in the period 1990–2001 in major English-language operations research and closely related journals. It serves as a guide to those interested in recent applications in specific areas or in applications that illustrate the use of particular methods. The authors identify and discuss noteworthy trends in, and developments affecting, published applications, including those in computer software and…

This article, written for the non-decision analyst, describes what decision analysis is, what it can and cannot do, why one should care to do this, and how one does it. Keeney describes decision analysis as "a formalization of common sense for decision problems which are too complex for informal use of common sense." He provides a more technical definition also, describing decision analysis as "a philosophy, articulated by a set of logical axioms, and a methodology…

The open-access book, "Handbook of Applied Health Economics in Vaccines," looks at the complexities of vaccine discovery, financing, and distribution. It highlights the inadequacy of standard economic models for vaccines. The book explores alternative principles challenging market-based approaches and equips readers with tools for assessing costs and benefits through practical exercises. It serves as a comprehensive resource for decision-making in vaccine development and distribution and emphasizes the importance of considering broader perspectives beyond economic efficiency.…

This study aimed to systematically review discrete choice experiments (DCEs) about patients’ preferences for cancer treatment and assessed the relative importance of outcome, process and cost attributes. A systematic literature review was conducted using PubMed and EMBASE to identify all DCEs investigating patients’ preferences for cancer treatment between January 2010 and April 2016. Attributes were classified into outcome, process and cost attributes, and their relative importance was assessed. A total of 28 DCEs were identified.…

Cost-utility models are increasingly used in many countries to establish whether the cost of a new intervention can be justified in terms of health benefits. Health-state utility (HSU) estimates (the preference for a given state of health on a cardinal scale where 0 represents dead and 1 represents full health) are typically among the most important and uncertain data inputs in cost-utility models. Clinical trials represent an important opportunity for the collection of health-utility data.…

Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

This study indicated that news users across ten different European countries are quite concerned about misinformation in their information environment. Respondents were most likely to associate politicians, corporations, and foreign actors with misinformation. They perceived misinformation to be most common for topics like immigration, the economy, and the environment. This offered support for the increasingly more relative and politicized status of facts in people’s credibility perceptions. Yet, differences across sources and issues were relatively modest,…
