Resource PackPublication, Teaching Resource 2020Resource Pack: Cost-Effectiveness of SSB Excise Taxes
The use of fiscal instruments, such as taxes or subsidies, to promote healthier dietary behavior …
The use of fiscal instruments, such as taxes or subsidies, to promote healthier dietary behavior has been of increasing interest in the last decade as the evidence-base builds for the health and economic consequences of obesity, overweight, and unhealthy eating. The motivation for using fiscal instruments in nutrition policy is to make the unhealthy option less affordable and less economically attractive by increasing the price via a tax, and therefore reduce the incentive to consume…

ArticlePublication 2017Modeled Health Benefits of a SSB Tax across Different Socioeconomic Groups in Australia
This analysis assessed the potential cost-effectiveness, health gains, and financial impacts of a 20% sugar-sweetened …
This analysis assessed the potential cost-effectiveness, health gains, and financial impacts of a 20% sugar-sweetened beverage (SSB) tax for Australia. Australia-specific price elasticities were used to predict decreases in SSB consumption for each socio-economic quintile. Changes in body mass index (BMI) were based on SSB consumption, BMI from the Australian Health Survey, and energy balance equations. Markov cohort models were used to estimate the health-adjusted life years (HALYs) gained, healthcare costs saved, and out-of-pocket costs…

ArticlePublication 2018Consequences of a Cigarette Price Increase in 13 Middle Income Countries
This study used extended cost-effectiveness analysis to examine the impact of a 50% increase in …
This study used extended cost-effectiveness analysis to examine the impact of a 50% increase in market prices of cigarettes on health, poverty, and financial protection for men in 13 middle income countries. A 50% increase in cigarette prices would lead to about 450 million years of life gained across the 13 countries from smoking cessation, with half of these in China. Across all countries, men in the bottom income group would gain 6.7 times more…

The objective of this study was to assess the cost effectiveness of a government policy combining …
The objective of this study was to assess the cost effectiveness of a government policy combining targeted industry agreements and public education to reduce sodium intake in 183 countries worldwide. To account for heterogeneity in efficacy across countries, a range of scenarios were evaluated, including 10%, 30%, 0.5 g/day, and 1.5 g/day sodium reductions achieved over 10 years. Country specific costs of a sodium reduction policy were estimated using the WHO Noncommunicable Disease Costing Tool. Country…

Despite the existence of effective interventions and best-practice guideline recommendations for childcare services to implement policies, practices, and programs to promote child healthy eating, physical activity, and prevent unhealthy weight gain, many services fail to do so. This article investigates two cases of priority setting to explore how, in addition to technical considerations, ethical and political factors shape the allocation of health resources. First, they discuss how Thai authorities adjudicated a coverage decision for HLA-B*1502 screening, which meets the national cost-effectiveness threshold for only some of the conditions it can detect. Second, they consider England’s Cancer Drugs Fund to investigate the interplay of technical decision making and political reality. The findings suggest four concluding…
