This report from the World Bank is the seventh volume of the Disease Control Priorities, Third Edition (DCP3) series and focuses on injury prevention and environmental health. The burden of death and disability resulting from interpersonal violence, road traffic injuries, unintentional injuries, occupational health risks, and climate and pollution falls disproportionately on low- and middle- income countries. This report examines risk factors and offers an economic analysis of platforms to deliver cost-effective interventions to prevent…

The 2015 edition of Methods for the Economic Evaluation of Health Care Programmes provides a 'tool kit' for undertaking health economic evaluations. The report is aimed at researchers, health service professionals and policy makers without a formal economics background. The recommendations are based on the authors' own experiences and so are practical in nature. The book describes the challenges of allocating resources efficiently and fairly, including challenges in methodology and policy formation. Examples are provided.…

BookPublication 2014Decision Making in Health and Medicine: Integrating Evidence and Values
Decision making in health care involves consideration of a complex set of diagnostic, therapeutic and …
Decision making in health care involves consideration of a complex set of diagnostic, therapeutic and prognostic uncertainties. Medical therapies have side effects, surgical interventions may lead to complications, and diagnostic tests can produce misleading results. Furthermore, patient values and service costs must be considered. Decisions in clinical and health policy require careful weighing of risks and benefits and are commonly a trade-off of competing objectives: maximizing quality of life vs maximizing life expectancy vs minimizing…

In 1993, the US Public Health Service convened a panel of 13 nongovernment scientists and scholars with expertise in economics, clinical medicine, ethics, and statistics to review the state of cost-effectiveness analysis and to develop recommendations for its conduct and use in health and medicine. Publishing their results in 1996, they proposed the most explicit set of guidelines (together with their rationale) ever defined on the conduct of CEAs. The panel recommended analysts include a "reference-case"…

Health policies are intended to increase the uptake of effective and efficient interventions and result …
Health policies are intended to increase the uptake of effective and efficient interventions and result in health gains (e.g., premature mortality and morbidity averted). Health policies can also provide non-health benefits in addition to the sole well-being of populations and beyond the health sector. For instance, social and health insurance programs can prevent illness-related impoverishment and provide financial risk protection. Health policies can also improve the distribution of health in the population and promote health…

This resource pack on childhood obesity was curated by the Center for Health Decision Science to showcase existing cost-effectiveness analyses and motivate students, educators, and others to pursue new applications of decision science methods to the public health challenge of obesity. The resource pack was motivated by the NEJM article entitled Simulation of Growth Trajectories of Childhood Obesity into Adulthood published on November 30, 2017, with CHDS co-authors Zach Ward and Stephen Resch. In this analysis, authors estimated the number of deaths averted and the number of cases of medical impoverishment averted of ten antigens and their corresponding vaccines across income quintiles for forty-one low- and middle-income countries. The study found that vaccines administered between 2016 and 2030 would prevent 36 million deaths. Vaccines will have the greatest impact on reducing cases of poverty caused by hepatitis B, helping an estimated 14 million people avoid medical impoverishment. An…

This article in Value in Health evaluates the importance of improved health as compared to improved financial risk protection in the general United States population. Using a discrete-choice experiment, it finds that 31.3% of the population values cure at all costs, and 8.5% of the population use financial solvency to dominate medical decision making. This study shares insight to the US population values and trade-offs between health outcomes and financial health, and highlights the difficult…
