Artificial intelligence (AI) is increasingly used in clinical applications. Nevertheless, its flexibility and difficulties around collecting data on its clinical impacts make value assessment challenging. This article uses a value framework as the basis for assessing how AI may create value depending on how it is used. Authors also provide advice to health economists seeking to model AI’s clinical impacts. There are multiple ways that AI challenges traditional health technology assessment methodology. Authors highlight several…

Policymaking during a pandemic can be extremely challenging. As COVID-19 is a new disease and its global impacts are unprecedented, decisions are taken in a highly uncertain, complex, and rapidly changing environment. In such a context, in which human lives and the economy are at stake, the authors argue that using ideas and constructs from modern decision theory, even informally, will make policymaking a more responsible and transparent process.

This perspective anticipates the availability of serologic antibody testing and considers its potential usefulness in mitigation policy to reduce COVID-19 transmission. For example: Could we screen for serologic antibodies as a proxy for possible immunity and identify people who could return to the workplace with less severe mitigation measures? The authors acknowledge the uncertainties raised by many policy actors, including the WHO, such as, "Do antibodies confer immunity and, if so, for how long? How accurate is…

The authors examine the complexities of the vaccine enterprise, a fundamental component of preventive medicine and public health, from research and development of new vaccines to financing and reimbursement of immunization services. The current climate, socially, economically and politically, presents challenges and opportunities to the U.S. to strengthen the existing systems of developing, manufacturing, regulating, distributing, funding, and administering safe and effective vaccines for all people. This resource pack, curated by the Center for Health Decision Science, is a collection of models of HPV-related cervical cancer, differing in design, structure and features based on analytic objectives. In many ways, HPV and its related diseases represent a prototypical public health problem given the communicable and non-communicable nature of disease, opportunities for intervention along the entire disease spectrum (e.g., primary and secondary prevention, diagnosis, treatment), the varied ages at which interventions are targeted…

This chapter on normative decision theory is from the Stanford Encyclopedia of Philosophy, a dynamic reference work available online. Decision theory is concerned with the reasoning underlying an person's choices, whether a mundane choice between taking the bus or getting a taxi, or a more far-reaching choice about whether to pursue a demanding political career. The orthodox normative decision theory, expected utility (EU) theory, essentially says that, in situations of uncertainty, one should prefer the option…

Decision theory is the study of how choices are and should be made in a variety of different contexts. The author approaches the topic from a formal-philosophical point of view with a focus on normative and conceptual issues. After considering the question of how decision problems should be framed, he examines both the standard theories of chance under conditions of certainty, risk and uncertainty and some of the current debates about how uncertainty should be measured and how…
