The 2015 edition of Methods for the Economic Evaluation of Health Care Programmes provides a 'tool kit' for undertaking health economic evaluations. The report is aimed at researchers, health service professionals and policy makers without a formal economics background. The recommendations are based on the authors' own experiences and so are practical in nature. The book describes the challenges of allocating resources efficiently and fairly, including challenges in methodology and policy formation. Examples are provided.…

Many low- and middle-income countries now aspire to universal health coverage, where governments ensure that all people have access to the quality health services they need without risk of impoverishment. But for universal health coverage to become reality, the health services offered must be consistent with the funds available-and this implies tough everyday choices for policymakers. This publication argues that the creation of an explicit health benefits plan-a defined list of services that are and are…

The authors conducted a systematic review of economic evaluations of COVID-19 interventions and assessed whether they incorporated non-health impacts and distributional concerns. Among the 70 articles included, more than half (56%) included at least one non-health impact, although only 21% incorporated non-economic consequences. Only 17% examined subgroups of interest. The median ICER for the entire sample was $67,000/quality-adjusted life-year (QALY) (interquartile range [IQR] $9000-$893,000/QALY). Interventions including a pharmaceutical component yielded a median ICER of $93,000/QALY (IQR…

This study indicated that news users across ten different European countries are quite concerned about misinformation in their information environment. Respondents were most likely to associate politicians, corporations, and foreign actors with misinformation. They perceived misinformation to be most common for topics like immigration, the economy, and the environment. This offered support for the increasingly more relative and politicized status of facts in people’s credibility perceptions. Yet, differences across sources and issues were relatively modest,…

This book explores the “hidden forces” that shape decisions as an argument against the common assumption that people act in fundamentally rational ways. From drinking coffee to losing weight, people consistently overpay, underestimate, and procrastinate. Ariely shows that such misguided behaviors are systematic and predictable or “predictably irrational.”

Ethical dilemmas arising in setting priorities among interventions and among individuals in need of care are most acute when needs are great and resources few. This chapter from the Disease Control Priorities in Developing Countries 2nd edition addresses some of these concerns, identifying some of the principal ethical issues that arise in the development and allocation of effective interventions for developing countries and discussing some alternative resolutions. Several factors are changing the landscape of cervical cancer control, including a better understanding of the natural history of human papillomavirus (HPV), reliable assays for detecting high-risk HPV infections, and a soon to be available HPV-16/18 vaccine. There are important differences in the relevant policy questions for different settings. By synthesizing and integrating the best available data, the use of modeling in a decision analytic framework can identify those factors most likely to influence outcomes,…
