This article clarifies some misconceptions about mortality risk and economic valuation. The mortality effects of exposure to environmental hazards such as air pollution are often described by the estimated number of “premature deaths” and the economic value of an exposure reduction as the number of “statistical lives saved” multiplied by the “value per statistical life.” These terms can be misleading because the number of deaths advanced by exposure cannot be determined from mortality data; it…

This report on the opioid public health crisis was released by the White House Council …
This report on the opioid public health crisis was released by the White House Council on Economic Advisors (CEA) in November 2017. It corrects previous estimates of related costs by adding the value of the associated deaths. Earlier estimates focused on medical and other expenditures, while the new report also includes estimates of the value that individuals place on reducing their own risks of premature mortality. The report notes that, in 2015, over 33,000 Americans…

Caregivers, family and friends play a significant role in supporting people with mental illness, and it has long been recognized that informal carers constitute a significant ‘hidden’ workforce in Australia. Faced as Australia is with an ageing population and burgeoning chronic disease, data on the contribution that carers make and the consequent savings to governments and other ‘payers’ need to be articulated. This report attempts to put a ‘value’ on informal caring for those with mental illness.…

The analysis of regulations affecting addictive or habitual goods has drawn considerable controversy. Some studies have suggested that such regulations have only small welfare benefits, as consumers value these goods despite health benefits from quitting, while other studies suggest that information or behavioral problems make existing consumption decisions a poor guide to welfare evaluation. This analysis examines potential utility offsets to health benefits of regulations affecting addictive or habitual goods theoretically and empirically. The paper…

This paper provides a short introduction to the use of benefit-cost analysis to assess interventions undertaken at the city or municipal level. It introduces the concepts that underlie the conduct of benefit-cost analysis, describes the major analytic components, and discusses how to tailor the analysis to the characteristics of the policy and the resources available. The US Environmental Protection Agency (EPA) Guidelines for Preparing Economic Analyses provide a framework for assessing the impacts of environmental regulations and policies that has been extensively peer-reviewed and is widely-applied both within and outside of the agency. The Guidelines discuss: (1) statutory and executive order requirements for conducting economic analyses; (2) identifying the need for policy action; (3) regulatory and non-regulatory approaches to pollution control; (4) baseline definition; (5) discounting future benefits and costs;…

This analysis summarized the evidence on the preferences, expectations, and values of hypertension management and treatment in hypertensive patients. The authors reviewed 24 studies involving 8,701 participants. Despite varying areas of focus, common themes included (1) patients often obtain hypertension information from their physicians and prefer shared patient-centered decision-making, and (2) side effects, cost, and convenience are important factors for patients when selecting a treatment regimen for hypertension.

Problematic alcohol use is known to harm individuals surrounding the drinker. This study described the health utility of people who reported having a family member(s) whom they perceived as a “problem drinker.” Using a US population dataset, and adjusting for other drinking-related factors, perceiving a family member as a problem drinker was associated with lower health utility on the order of 0.033 (P < 0.001) for a spouse/partner to 0.023 (P < 0.001) for a…

This analysis estimated the costs and lifetime health and economic benefits of scaling up imaging and treatment modality packages on cancer survival in 200 countries/territories for patients diagnosed with one of 11 cancers (oesophagus, stomach, colon, rectum, anus, liver, pancreas, lung, breast, cervix uteri, and prostate). Using a microsimulation model of global cancer survival, the paper evaluated the costs and health and economic benefits of scaling up packages of treatment (chemotherapy, surgery, radiotherapy, and targeted…
