Tutorial/PrimerPublication, Teaching Resource 2015White Paper: Retrospective Benefit-Cost Analysis
In this article the authors consider how benefit-cost analysis can be used retrospectively to promote …
In this article the authors consider how benefit-cost analysis can be used retrospectively to promote understanding of the impacts after a policy is implemented. Serving as a brief primer, the authors propose that analysis can be useful for identifying needed reforms as well as in improving the conduct of future prospective analyses. The major challenges relate to estimating what would have occurred in the absence of the policy and separating the effects of the policy…

Working PaperPublication 2015Benefit-Cost Analysis and the Cities
This paper provides a short introduction to the use of benefit-cost analysis to assess interventions …
This paper provides a short introduction to the use of benefit-cost analysis to assess interventions undertaken at the city or municipal level. It introduces the concepts that underlie the conduct of benefit-cost analysis, describes the major analytic components, and discusses how to tailor the analysis to the characteristics of the policy and the resources available. It concludes with a list of references for those interested in learning more.

Lesson/ModulePublication, Teaching Resource 2015CDC Science Ambassador Workshop 2015 Lesson Plan: Seasonal Flu Costs How Much?!
This lesson plan from the Centers for Disease Control and Prevention (CDC) was curated to …
This lesson plan from the Centers for Disease Control and Prevention (CDC) was curated to teach high school students, grades 9-10, to explore decision-making about the seasonal influenza (flu) vaccination. The lesson looks at financial decisions around vaccinations, based on a case study exploring the experiences of 282 children from cities around the United States. It looks at a wide range of factors including treatment for children with the flu and the cost of parents…

ArticlePublication 2015Health and Social Protection Effects of Measles Vaccination in Ethiopia: Extended CEA
Using extended cost-effectiveness analysis (ECEA), this paper evaluates the health and economic implications of different …
Using extended cost-effectiveness analysis (ECEA), this paper evaluates the health and economic implications of different vaccine delivery strategies in Ethiopia: (1) routine immunization, (2) routine immunization with financial incentives, and (3) mass campaigns, known as supplemental immunization activities (SIAs), for measles vaccination. At higher costs, SIAs reached higher levels of vaccine coverage. Routine immunization paired with financial incentives was found to increase the demand among poorer households.

ArticlePublication 2015Benefit-Cost Analysis for Selected Surgical Interventions
This chapter presents an approach for performing benefit-cost analysis using cleft lip and palate (CLP) repair as …
This chapter presents an approach for performing benefit-cost analysis using cleft lip and palate (CLP) repair as a model surgical intervention in a subspecialty hospital dedicated to CLP in India, and a benefit-cost analysis based on secondary data that model the benefit and cost of cesarean delivery for treatment of obstructed labor in 47 low- and middle-income countries. This chapter is from Essential Surgery, the first volume in the Disease Control Priorities, third edition (DCP3) series. The…

ArticlePublication 2014Effect of Health-Facility Admission and Skilled Birth Attendant Coverage on Maternal Survival in India
Research in areas of low skilled attendant coverage found that maternal mortality is paradoxically higher …
Research in areas of low skilled attendant coverage found that maternal mortality is paradoxically higher in women who seek obstetric care. Using unmatched population-based case-control analysis of national datasets, the authors compared the effect of health-facility admission at any time (antenatal, intrapartum, postpartum) on maternal deaths (cases) to women reporting pregnancies (controls). Probability of maternal death decreased with increasing skilled attendant coverage, among both women who were and were not admitted to a health-facility; however,…

This study uses extended cost-effectiveness analysis (ECEA) to evaluate a hypothetical publicly financed program for rotavirus vaccination in India and Ethiopia. The authors measured program impact on: (1) averted rotavirus deaths; (2) reduction in household expenditures; (3) financial risk protection; and (4) distributional consequences across the country’s wealth strata. In India and Ethiopia, the program was predicted to decrease rotavirus deaths substantially, and effectively provide financial risk protection among the poor, while also reducing household…

This publication is an example of the application of decision science to the management of federal public forests, in particular to meet sustainability goals and multiple use regulations. Through three case studies, the authors describe four stages of a decision analytic approach: problem structuring (framing the problem and defining objectives and evaluation criteria), problem analysis (defining alternatives, evaluating likely consequences, identifying key uncertainties, and analyzing tradeoffs), decision point (identifying the preferred alternative), and implementation and monitoring…

This article, published in the Afghanistan Journal of Public Health, uses a model designed to simulate the natural history of pregnancy and associated maternal mortality and morbidity contextualized to Afghanistan to assess the cost-effectiveness of family planning in the rural Maywand district of Kandahar. Using total fertility rate, pregnancy-related complications, maternal mortality ratio, lifetime risk of maternal death, and proportionate mortality ratio as outcomes, the model finds that increasing family planning from 8% to 30-50% could…
