This resource pack, curated by the Center for Health Decision Science, introduces the theory and practice of benefit-cost analysis. It is targeted towards advanced students as well as practitioners and those interested in teaching benefit-cost analysis. Benefit-cost analysis (also referred to as cost-benefit analysis) is a well-established and widely-used form of economic evaluation. It is designed to inform policy and other decisions by providing evidence on the consequences of alternative interventions. In benefit-cost analysis, all…

The American Public Health Association (APHA), was founded in 1872 dedicated to improving the health of all U.S. residents. Two of the Association’s most important functions are advocacy for adoption by the government of the most current scientific advances relevant to public health, and public education on how to improve community health. This case study explores the experiences of three Manhattan-based hospitals during Superstorm Sandy in 2012. It focuses on decisions made by each institution, as Sandy approached, about whether to shelter-in-place or evacuate hundreds of medically fragile patients, and how each of the three hospitals took a different approach, informed by differing perceptions of risk and related factors. The case will be useful for public health students and administrators in understanding decision-making in settings of an…

Economic evaluations of public health programs such as immunization often consider only direct health benefits and …
Economic evaluations of public health programs such as immunization often consider only direct health benefits and medical cost savings. Evidence linking immunization to important benefits in indicators such as childhood development, household behavior, and other macro-economic data are unclear. A conceptual framework of the pathways between immunization and these broader economic benefits was developed through expert consultation. The authors obtained articles from previous reviews, snowballing, and expert consultation, and associated them with one of the pathways and assessed them using modified Grading…
