ArticlePublication 2018Cost-Effectiveness of Financial Incentives and Disincentives for Improving Food Purchases and Health through SNAP
This analysis estimated the health impact, costs, and cost-effectiveness of food incentives, disincentives, or restrictions …
This analysis estimated the health impact, costs, and cost-effectiveness of food incentives, disincentives, or restrictions in the Supplemental Nutrition Assistance Program (SNAP). A microsimulation model (CVD-PREDICT) was used to compare three policy interventions: (1) a 30% incentive for fruits and vegetables (F&V), (2) a 30% F&V incentive with a restriction of sugar-sweetened beverages (SSBs), and (3) a broader incentive/disincentive program for multiple foods that also preserves choice (SNAP-plus). From a societal perspective, all three scenarios…

This brief summarizes findings from the CHOICES Learning Collaborative Partnership simulation model of implementing Safe Routes to School (SRTS) initiatives in elementary and middle schools in the Houston Independent School District. SRTS aims to help children safely walk and bicycle to school through infrastructure improvements, education, and promotional activities. The analysis compared the costs and outcomes over a 10-year time horizon (2017-2027) of implementing SRTS in Houston with the costs and outcomes associated with not…

This brief summarizes findings from the CHOICES Learning Collaborative Partnership simulation model of implementing an Active Physical Education (PE) program in school districts participating in the Live Well Allegheny initiative in Allegheny County, Pennsylvania. Live Well Allegheny Schools will commit that 50% of PE class time be dedicated to moderate-to-vigorous physical activity. This analysis compared the costs and outcomes of the implementation of the Active PE program in designated school districts over a 10-year time horizon with the costs…

The authors examine the complexities of the vaccine enterprise, a fundamental component of preventive medicine and public health, from research and development of new vaccines to financing and reimbursement of immunization services. The current climate, socially, economically and politically, presents challenges and opportunities to the U.S. to strengthen the existing systems of developing, manufacturing, regulating, distributing, funding, and administering safe and effective vaccines for all people. This article aimed to compare the health and economic impact of 3 services recommended by the US Preventive Services Task Force for the primary prevention of cardiovascular disease (CVD): (1) aspirin counseling for the primary prevention of CVD and colorectal cancer, (2) screening and treatment for lipid disorders (usually high cholesterol), and (3) screening and treatment for hypertension. A microsimulation model was used to compare lifetime outcomes from the societal perspective for a US-representative birth…

The Food and Drug Administration (FDA) is required to do a regulatory impact analysis assessing the costs and benefits of its tobacco products and other regulations. This paper provides a critical review of the approach the FDA used in its proposed and final graphic warning label rule, and includes recommendations on how to improve the analysis in ways that account for the differences between tobacco use and consumption of most consumer products. To date, FDA…

ArticlePublication 2017Cost-Effectiveness of Subsidizing Fruit and Vegetable through SNAP
A diet high in fruits and vegetables is associated with reduced risk of chronic disease …
A diet high in fruits and vegetables is associated with reduced risk of chronic disease - to incentivize consumption among low-income households one proposal is to make them more affordable through the Supplemental Nutrition Assistance Program (SNAP). This cost effectiveness analysis adopts a societal perspective to estimate the value of subsidizing fruit and vegetable (FV) purchases among the one in seven Americans who participate in SNAP. A stochastic microsimulation model of obesity, type 2 diabetes, myocardial infarction,…

This module introduces the basic techniques of “decision science” that are used in policy making. The materials are mainly prescriptive, focusing on how to make good decisions, but also include examples of the systematic ways that people make poor decisions. The module: (1) surveys the meanings of utility; (2) examines decision making in conditions where risk is not an issue; (3) examines decision making in conditions where risk is an issue because the likelihood of…

The Medical Expenditure Panel Survey (MEPS) is the only national data source in the U.S. measuring how Americans use and pay for medical care, health insurance, and out-of-pocket spending. Annual surveys of individuals and families, as well as their health care providers, provide data on health status, the use of medical services, charges, insurance coverage, and satisfaction with care. The Agency for Healthcare Research and Quality (AHRQ) provides a range of data resources in the form…
