ReviewPublication 2016Using Economic Evidence to Set Healthcare Priorities in LMIC

Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

This article, published in the Lancet Global Health, aims to evaluate the health and financial risk protection benefits of selected interventions that could be publicly financed by the government of Ethiopia. The authors used an extended cost-effectiveness analysis (ECEA) to assess the health gains (deaths averted) and financial risk protection afforded (cases of poverty averted) by a bundle of nine interventions that the Government of Ethiopia aims to make universally available. This approach incorporates financial…

PATH is an international nonprofit organization that has been translating ideas into health solutions for 40 years, with a focus on child survival, maternal and reproductive health, and infectious diseases. PATH mobilizes partners around the world in order to take innovation to scale, working alongside countries primarily in Africa and Asia to tackle their greatest health needs. PATH takes a multidimensional approach to solving health challenges, with work spanning five platforms: Vaccines to give children a…

This is a revised and expanded edition of the original text on Cost-Effectiveness in Health and Medicine. The Second Panel on Cost-Effectiveness in Health and Medicine included experts drawn from academia, healthcare administration, and government. The book offers advice for conducting analyses to improve the allocation of health resources, and is intended for economists, policy analysts, hospital executives, and students across health, business, and humanities disciplines. Cost-effectiveness analysis assumes a single constraint, in the form of the budget constraint, whereas in reality decision makers may be faced with numerous other constraints. The objective of this article is to develop a typology of constraints that may act as barriers to implementation of cost-effectiveness recommendations. Six categories of constraints are considered: the design of the health system; costs of implementing change; system interactions between interventions; uncertainty in estimates of costs and benefits; weak governance;…

This study used extended cost-effectiveness analyses to estimate the effect of the sweetened beverages tax …
This study used extended cost-effectiveness analyses to estimate the effect of the sweetened beverages tax in the Philippines on the numbers of premature deaths averted attributed to type 2 diabetes mellitus, ischemic heart disease and stroke, across income quintiles over the period 2018-2037. The study also estimated the financial benefits of the tax from reductions in out-of-pocket payments, direct medical costs averted, and government health-care cost savings. The analysis showed that the tax could avert…

ArticlePublication 2018Equity Impact Vaccines May Have on Averting Deaths and Medical Impoverishment
In this analysis, authors estimated the number of deaths averted and the number of cases …
In this analysis, authors estimated the number of deaths averted and the number of cases of medical impoverishment averted of ten antigens and their corresponding vaccines across income quintiles for forty-one low- and middle-income countries. The study found that vaccines administered between 2016 and 2030 would prevent 36 million deaths. Vaccines will have the greatest impact on reducing cases of poverty caused by hepatitis B, helping an estimated 14 million people avoid medical impoverishment. An…

Globally, the World Health Organization (WHO) estimates that more than one million new sexually transmitted infections (STIs) occur each day, incurring a very substantial burden of morbidity, mortality and additional infections. The pathogens responsible include bacteria, parasites and viruses, and intensive research is needed to address the substantial barriers to diagnosis and treatment of STIs, and the behavioral challenges of prevention. This PLOS collection, published in collaboration with WHO, focuses on global policy and systems…

Prioritizing investments across health interventions is complicated by the nonlinear relationship between intervention coverage and epidemiological outcomes. It can be difficult for countries to know which interventions to prioritize for greatest epidemiological impact, particularly when budgets are uncertain. The authors examined four case studies of HIV epidemics in diverse settings, each with different characteristics. These case studies were based on public data available for Belarus, Peru, Togo, and Myanmar. The Optima HIV model and software package…
