This report from the World Bank is the ninth and final volume of the Disease Control Priorities, Third Edition (DCP3) series. It provides an overview of the findings and methods explored in the first eight volumes, placing them within a framework that identifies an efficient pathway toward essential universal health coverage through the implementation of 21 essential packages that include health interventions and fiscal and intersectoral policies. Many low- and middle-income countries now aspire to universal health coverage, where governments ensure that all people have access to the quality health services they need without risk of impoverishment. But for universal health coverage to become reality, the health services offered must be consistent with the funds available-and this implies tough everyday choices for policymakers. This publication argues that the creation of an explicit health benefits plan-a defined list of services that are and are…

This report from RAND Health explores methods of reducing health care spending and developing medical products that provide cost value with health benefits. It summarizes literature and explores case studies to provide policy recommendations to meet these goals. It identifies a wide range of factors that affect the costs, risks, and rewards of medical product invention. Some of these features include treatment creep, the medical arms race, costs and risks of FDA approval, limited reward…

In 1993, the US Public Health Service convened a panel of 13 nongovernment scientists and scholars with expertise in economics, clinical medicine, ethics, and statistics to review the state of cost-effectiveness analysis and to develop recommendations for its conduct and use in health and medicine. Publishing their results in 1996, they proposed the most explicit set of guidelines (together with their rationale) ever defined on the conduct of CEAs. The panel recommended analysts include a "reference-case"…

This paper evaluates the consequences of universal public finance (UPF) for tuberculosis treatment in India …
This paper evaluates the consequences of universal public finance (UPF) for tuberculosis treatment in India using extended cost-effectiveness analysis (ECEA). The authors evaluated the impact of UPF on health gains, financial consequences, and catastrophic health expenditures, and concluded that the health gains and insurance value of UPF would accrue mostly to the poor. However, reductions in out-of-pocket expenditures were found to be more uniformly distributed across income quintiles. A variant on the base case suggests…

Health policies are intended to increase the uptake of effective and efficient interventions and result …
Health policies are intended to increase the uptake of effective and efficient interventions and result in health gains (e.g., premature mortality and morbidity averted). Health policies can also provide non-health benefits in addition to the sole well-being of populations and beyond the health sector. For instance, social and health insurance programs can prevent illness-related impoverishment and provide financial risk protection. Health policies can also improve the distribution of health in the population and promote health…

In 2020, U.S. COVID-19 testing sites were pivotal not just for diagnosis but also to provide data that would contribute to understanding transmission. This research explored how these sites were distributed in relation to racial and ethnic demographics and its connection to observed disparities in COVID-19 outcomes. Data from mid-April to late May 2020 revealed that testing sites were not equally distributed among racial groups. Specifically, there was an overrepresentation of testing sites in areas…

This analysis estimated the costs associated with preventing Covid-19 deaths by vaccinations versus lockdowns. Publicly available datasets from the Israeli Ministry of Health were used to model the parameters of the pandemic in Israel. The Oxford COVID-19 Government Response Tracker was used for quantitative data on government policies. Data on the Israeli economy were taken from the Central Bureau of Statistics. The models demonstrate that the first lockdown prevented 1022 COVID-19 deaths at the cost…
