In 2016 the World Health Assembly adopted the Global Strategy on Sexually Transmitted Infections (STI) 2016–2021 aiming to reduce curable STIs by 90% by 2030. This analysis costed scaling-up priority interventions to achieve coverage targets. Strategy-targeted declines in Chlamydia trachomatis, Neisseria gonorrhoeae, Treponema pallidum and Trichomonas vaginalis were applied to WHO-estimated regional burdens at 2012 levels. Case management was costed for the curable STIs, symptomatic Herpes Simplex Virus 2 (HSV-2), and non-STI vaginal syndromes, with incrementally expanding diagnoses. Service…

Public spending can improve population well-being, for example, by averting or reducing poverty. This article aims to conceptualize monetary benchmarks for health sector investments oriented towards poverty alleviation in low- and lower-middle-income countries. Priority setting in low- and lower-middle-income countries could be informed by health-sector PRBs (poverty reduction benchmarks), in addition to burden of disease and cost-effectiveness considerations. The computed PRBs, expressed in dollars per poverty case averted, can possibly be viewed in a manner…

This resource pack, curated by the Center for Health Decision Science, includes methods papers, case studies, and reference case guidelines for conducting benefit-cost analyses in low- and middle-income countries. These resources will aid advanced students and experienced practitioners in preparing these analyses. Investing in global health and development requires making difficult choices about what initiatives to fund and what level of resources to devote to each initiative. Testing for and treating latent tuberculosis infection (LTBI) is among the main strategies to achieve TB elimination in the United States. This analysis estimated health outcomes, costs, and cost-effectiveness of LTBI testing and treatment among non-US born residents with and without medical comorbidities (e.g., diabetes, HIV infection, and end-stage renal disease). A decision analytic tree and Markov cohort simulation model was used to compare the following strategies: no testing, tuberculin skin test (TST), interferon gamma release assay…

Many health interventions deemed cost-effective are not affordable. Despite the importance of affordability to policymakers, little of the cost-effectiveness literature in global health addresses this issue. Budget impact analysis (BIA) describes an intervention's short-term costs and savings from the payer's perspective. This paper assesses the current use of budget impact analysis (BIA) and cost-effectiveness analysis (CEA) in health economic assessments conducted for low- and middle-income countries (LMICs). The authors recommend steps researchers and policymakers can…

Despite the existence of effective interventions and best-practice guideline recommendations for childcare services to implement policies, practices, and programs to promote child healthy eating, physical activity, and prevent unhealthy weight gain, many services fail to do so. The primary aim of the review was to examine the effectiveness of strategies aimed to improve the implementation of policies, practices, or programs by childcare services that promote child healthy eating, physical activity, and/or obesity prevention. The secondary…

This module examines three scientific areas that provide evidence bearing on causation in the “toxic tort” or environmental disease context: epidemiology, toxicology, and genetics. These scientific disciplines are used in civil lawsuits and in regulatory proceedings in which causation or risk is an issue. The module is appropriate for non-scientist law students as well as others interested in learning the science of toxic tort causation, including practicing attorneys, judges, and public policy and public health…
