This teaching pack, curated by the Center for Health Decision Science, features videos introducing heuristics used in decision making. While these “mental shortcuts” can be useful in some circumstances, they can lead to more errors than deliberate, rational thinking. An awareness of these heuristics is useful to decision makers. This series of videos on heuristics was developed by Professor Joe Pliskin during his residency with the CHDS Media Hub led by Jake Waxman. They reflect…

In this teaching pack on Introduction to Decision Analysis, students are provided a basic introduction to the field of decision analysis in the context of public health. After differentiating simple "relatively automatic" decisions from those that might require more systematic analysis, students are introduced to the core elements of a decision analysis (e.g., objectives, alternatives, probabilities, and outcomes), and the basic steps of a decision analysis. In this teaching pack on Population Health Outcomes, students learn how to describe outcomes at a population level using quality adjusted life years (QALYs), including how to calculate QALYs, the assumptions underlying them, how to derive QALYs using indirect utility measures, and what are some of the ethical criticisms of QALYs. This policy brief aims to explain the cost per DALY threshold and the concepts of health opportunity costs, especially aimed at low and middle-income countries. The authors state that an assessment of health opportunity costs is required if the best use is to be made of health and healthcare resources. This requires an assessment of whether the improvement in health outcomes they offer exceeds the improvement in health that would have been possible if the…

This tutorial describes both the intent of extended cost-effectiveness analysis and its keys to allow easy implementation for health policy assessment. Extended cost-effectiveness analysis was developed to address health policy assessment, specifically to evaluate the health and financial consequences of public policies in four domains: (1) the health gains; (2) the financial risk protection benefits; (3) the total costs to the policy makers; and (4) the distributional benefits.

This tutorial explains distributional cost-effectiveness analysis as a framework for incorporating health inequality concerns into the economic evaluation of health sector interventions. Using an illustrative example comparing alternative ways of implementing the National Health Service (NHS) Bowel Cancer Screening Programme the authors describe the technical details of how to conduct distributional cost-effectiveness analysis. The 2 key stages are 1) modeling social distributions of health associated with different interventions, and 2) evaluating social distributions of health…

In this article the authors consider how benefit-cost analysis can be used retrospectively to promote understanding of the impacts after a policy is implemented. Serving as a brief primer, the authors propose that analysis can be useful for identifying needed reforms as well as in improving the conduct of future prospective analyses. The major challenges relate to estimating what would have occurred in the absence of the policy and separating the effects of the policy…
