Founded in 1995 as an international multidisciplinary professional membership society, the International Society for Pharmacoeconomics and Outcomes Research (ISPOR) exists to advance the policy, science, and practice of pharmacoeconomics (health economics) and health outcomes research. ISPOR publishes Value in Health, the Official Journal Of The International Society For Pharmacoeconomics And Outcomes Research, which contains original research articles in the areas of economic evaluation, outcomes research, and conceptual, methodological, and health policy articles. This book is described by the authors as emerging from what they have learned by "teaching decision analysis to thousands of people in the United States and around the world in university classes and special professional educational programs". The early chapters and certain later chapters are written to be accessible to a general audience. Chapters 1 through 17 introduce the foundations of decision analysis without requiring significant mathematical sophistication. Chapter 26 discusses multi-attribute decision problems…

This teaching pack, curated by the Center for Health Decision Science, features videos introducing heuristics used in decision making. While these “mental shortcuts” can be useful in some circumstances, they can lead to more errors than deliberate, rational thinking. An awareness of these heuristics is useful to decision makers. This series of videos on heuristics was developed by Professor Joe Pliskin during his residency with the CHDS Media Hub led by Jake Waxman. They reflect…

Value-of-information analysis (VOI) is an analytic approach used to inform research priorities, guide clinical trial design, and provide information for decisions about reimbursement. The authors review existing web-based tools to facilitate VOI calculations. These include Sheffield Accelerated Value of Information (SAVI), the web interface to the BCEA (Bayesian Cost-Effectiveness Analysis) R package (BCEAweb), Rapid Assessment of Need for Evidence (RANE), and Value of Information for Cardiovascular Trials and Other Comparative Research (VICTOR).

Artificial intelligence (AI) is increasingly used in clinical applications. Nevertheless, its flexibility and difficulties around collecting data on its clinical impacts make value assessment challenging. This article uses a value framework as the basis for assessing how AI may create value depending on how it is used. Authors also provide advice to health economists seeking to model AI’s clinical impacts. There are multiple ways that AI challenges traditional health technology assessment methodology. Authors highlight several…

The COVID-19 pandemic necessitated time-sensitive policy and implementation decisions regarding new therapies in the face of uncertainty. This study aimed to quantify consequences of approving therapies or pursuing further research. The authors used a cohort state-transition model for hospitalized patients with COVID-19 to estimate quality-adjusted life-years (QALYs) and costs associated with multiple drug regimens and usual care. For each they assessed immediate approval, use only in research, emergency use authorization or reject. They conducted cost-effectiveness…

This resource pack, curated by the Center for Health Decision Science, features books about how we think, learn, and decide. We aim to provide an introduction to some of the core concepts in decision theory and psychology with this collection, and hope that it will stimulate further inquiry. These books are geared to a general audience; the majority are very accessible reads. The collection is broadly divided into three categories. The first is made up of…

In order to maximize the value for money for HIV services and increase efficiency without sacrificing quality, robust and up-to-date data on costs, efficiency and its determinants are needed. This PLOS collection, Economic Efficiency of HIV Services, presents recent, high-quality evidence from low- and middle-income countries on costs and technical efficiency of HIV services and their determinants. These data contribute to the current discussion on optimizing resources for HIV services and can provide programmatic guidance for…

This 2017 study compares the traditional and a novel method of comparing cost-effectiveness interventions in the context of HIV in South Africa, using a modeling approach. The authors argue that the assumptions of a) independence of interventions, and b) linear scale-up effects do not hold because South Africa has a large domestically funded HIV program with highly saturated coverage levels. The authors therefore aim to better allocate resources for HIV interventions in South Africa when…
