During a pandemic, decisions must be made under rapidly changing, uncertain conditions. Despite advances in analytical methods for gaining early situational awareness (i.e., of a disease’s transmissibility and severity) and for predicting the likely effectiveness of interventions, a major gap exists globally in terms of integrating this information in policy documents. The authors argue that mathematical and statistical models are important tools for pandemic planning and response. Once an outbreak of pandemic potential has been…

ArticlePublication 2021COVID and the Age–VSL Relationship
In this article, the researchers explore the approach used to value COVID-19 mortality risk reductions …
In this article, the researchers explore the approach used to value COVID-19 mortality risk reductions in analyses of lockdowns and other policies. Many rely on a population-average estimate of the value per statistical life (VSL); others adjust VSL for life expectancy at the age of death. The article explores the implications of theory and empirical studies, which suggest that the relationship between age and VSL is uncertain; these uncertainties in turn may affect whether the…

This resource pack provides a curated set of peer-reviewed articles that represent the growing evidence …
This resource pack provides a curated set of peer-reviewed articles that represent the growing evidence base for decision making and priority setting in Ethiopia - with an emphasis on improving health, reducing inequity, and preventing health-related impoverishment. Curated by Dr. Stéphane Verguet at the Center for Health Decision Science, most of the papers reflect work done as part of the Disease Control Priorities-Ethiopia (DCP-E) project. The pack provides scholarship that spans maternal-child health, vaccine-preventable disease, infectious…

Many policies aim to improve longevity, decreasing the risk of death in each year, and …
Many policies aim to improve longevity, decreasing the risk of death in each year, and the value of these risk reductions often dominate the estimated benefits of risk regulations and other policies. This value is often expressed as the value per statistical life (VSL), a term that is widely misunderstood. It is not the value that the analyst, the government, or the individual places on saving an identified life with certainty. Instead, it reflects individuals’…

ArticlePublication 2019Assessment of the Feasibility and Cost of Hepatitis C Elimination in Pakistan
This study investigates the feasibility and cost of hepatitis C virus (HCV) elimination in Pakistan …
This study investigates the feasibility and cost of hepatitis C virus (HCV) elimination in Pakistan using a decision analytical model and microsimulation techniques from 2015 to 2030. Various scenarios, including the status quo and seven elimination strategies, were evaluated based on Pakistan-specific variables. Main outcomes included trends in HCV prevalence, mortality, disability-adjusted life-years, and total costs of HCV care. Results suggest that to achieve HCV elimination by 2030, significant scale-up of testing and treatment is…

The "Benefit‐Cost Analysis Reference Case: Principles, Methods, and Standards" project, with support from the Bill & Melinda Gates Foundation, culminates in the final “Reference Case Guidelines for Benefit-Cost Analysis in Global Health and Development.” These guidelines aim to facilitate the utilization and effectiveness of benefit-cost analysis by providing clarity on essential concepts, aiding implementation, and suggesting default values for key parameters, along with options for standardized sensitivity analysis. Targeted at practitioners with economic evaluation expertise…

The authors performed a cost-benefit analysis to assess the economic impact of vaccinating healthy working …
The authors performed a cost-benefit analysis to assess the economic impact of vaccinating healthy working adults between 18 and 64 years old with an influenza vaccine. Monte Carlo simulation was used to calculate the direct and indirect costs associated with vaccination and those prevented by vaccination. The authors found that vaccinating healthy working adults was, on average, cost-saving.

Multi-criteria decision-making frameworks expand on typical decision analyses (cost-effectiveness and cost-benefit) by explicitly incorporating value tradeoffs from decision makers and summarizing the performance of investment options. This is done across all chosen dimensions of value, based on the weights provided by the decision makers, but comes at a cost. Currently there is no widely accepted method to suggest how to determine a budget constraint using multi-attribute models or to measure willingness to pay for incremental…

This video is intended to provide an introduction to the use of sensitivity analyses to test how uncertainty impacts model predicted results. Uncertainty from point estimates used for model inputs is discussed as is testing using deterministic and probabilistic sensitivity analyses. This video is part of the Conducting Cost-Effectiveness Analysis with VA Data (HCEA) free course offered by the U.S. Department of Veterans Affairs Health Services Research and Development group focused on cost-effectiveness analysis and…
