The Global Health Cost Consortium (GHCC) is a new three-year initiative funded by the Bill and Melinda Gates Foundation to provide decision-makers with improved resources to estimate the costs of HIV and tuberculosis (TB) programs. GHCC’s goal is to increase the efficiency and effectiveness of HIV and TB prevention and treatment, and drive greater value for money of investments to tackle HIV and TB in low and middle-income countries, by improving the availability, quality, timing, and…

The International Health Economics Association (iHEA), founded in 1994, works to increase communication between health economists, instill higher standards for applying economics to health and health care systems, and assist health economists with career growth. iHEA facilitates biennial congresses attended by more than 1,500 individuals, disseminates information on health economics events, job opportunities and other news. Members include over 2,000 professionals from more than 80 countries who work on a broad range of methodological and empirical aspects…

This article aimed to evaluate the cost-effectiveness of intensive blood pressure management compared with standard management among 68-year-old high-risk adults with hypertension but not diabetes. A Markov cohort model was developed to estimate lifetime costs and quality-adjusted life-years (QALYs) discounted at 3% annually. The Systolic Blood Pressure Intervention Trial (SPRINT) was used to estimate treatment effects and adverse event rates. The authors used Centers for Disease Control and Prevention Life Tables to project age- and…

This article, published in BMJ Open, presents an economic model that combines a decision tree and a Markov cohort model to investigate the long-term cost-effectiveness of collaborative care versus usual care for individuals with depression and comorbid diabetes and/or cardiovascular disease. Data from the COINCIDE trial informs the model input parameters. The COINCIDE trial is a randomized controlled trial of collaborative care versus usual care that enrolled 387 participants from 36 primary care general practices…

This workshop report summarizes a workshop convened by the Institute of Medicine to explore the potential uses of simulation and other types of modeling for improving health. Participants worked to identify how modeling could inform population health decision making (selecting and refining potential strategies, ranging from interventions to investments) based on lessons learned from models that have been, or have not been, used successfully, opportunities and barriers to incorporating models into decision making, and data needs and…

The question of how to evaluate lost consumer surplus in benefit−cost analyses is controversial. There are clear health benefits of regulations that curb consumption of goods with health risks, such as tobacco products and foods high in fats, calories, sugar, and sodium. Yet, if regulations cause consumers to give up goods they like, the health benefits they experience may be offset by some utility loss, which benefit−cost analyses of regulations need to take into account.…

This review presents a taxonomy of epidemiological model structures and applies it to the economic evaluation of public health interventions for non-communicable diseases. Growing pressures on health services and on social care have led to a greater need for prevention of chronic diseases. In order for decision makers to make informed judgements about how to best spend finite public health resources, they must be able to quantify the anticipated costs, benefits, and opportunity costs of…

Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

Cost-effectiveness analysis has traditionally been applied primarily to very specific interventions, such as drugs and diagnostics; in addition, the evidence base drawn on for evaluating such interventions is relatively good, given the medical research industry surrounding their testing. However, with increasing success in controlling infectious diseases, many of the health challenges facing countries concern broad threats to health with multiple causes, such as obesity, where the relationship between policy action and health benefit is not…
