This chapter is part of a report entitled, Decision and Simulation Modeling in Systematic Reviews, that seeks to provide guidance for determining when incorporating a decision-analytic model alongside a systemic review would be of added value for decision making purposes. The chapter discusses the role of decision analysis and decision-analytic models in health care, specifically within the context of the current emphasis on evidence-based medicine and the proliferation of systematic reviews. It describes the types of model available…

ReportPublication 2017Underestimated Cost of the Opioid Crisis
This report on the opioid public health crisis was released by the White House Council …
This report on the opioid public health crisis was released by the White House Council on Economic Advisors (CEA) in November 2017. It corrects previous estimates of related costs by adding the value of the associated deaths. Earlier estimates focused on medical and other expenditures, while the new report also includes estimates of the value that individuals place on reducing their own risks of premature mortality. The report notes that, in 2015, over 33,000 Americans…

The past two decades have been characterized by a growing body of research from diverse disciplines - child development, psychology, neuroscience, and economics, among others - demonstrating the importance of establishing a strong foundation in the early years of life. The research evidence has served to document the range of early childhood services that can successfully put children and families on the path toward lifelong health and well-being, especially those at greatest risk of poor…

This report examines the current research and evidence base surrounding the economics of tobacco control—including tobacco use, tobacco growing, manufacturing and trade, tobacco product taxes and prices, and tobacco control policies and other interventions to reduce tobacco use and its consequences. The report was co-produced by the National Cancer Institute and the World Health Organization and is intended to inform tobacco prevention and control programs and policies in countries around the world. There are 17 chapters which can be…

This report from the World Bank is the sixth volume of the Disease Control Priorities, …
This report from the World Bank is the sixth volume of the Disease Control Priorities, third edition (DCP3) series and examines the burden of infectious diseases, which remain a leading cause of death globally, especially for children and adolescents. This report identifies feasible and cost-effective platforms to prevent and treat diseases like HIV/AIDS, other sexually transmitted infections, tuberculosis, malaria, adult febrile illness, viral hepatitis, and tropical diseases. This volume also emphasizes the importance of addressing…

ReportPublication 2018Estimating the Distributional Impact of Increasing Taxes on Tobacco Products in Armenia
Smoking is considered the leading risk factor for mortality among the Armenian population. The authors …
Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…

This report chapter reviews the available cost-effectiveness evidence for the different levels and underpinning strategies of the mental health care system, with a focus on information generated in or for lower and middle income countries. First, the chapter reviews the economic evidence for mental health prevention and protection at the population and community levels of the health and welfare system, including legislative, regulatory, and informational measures at the public policy level (population platform), as well as…

This report presents a major meta-analysis of value of a statistical life (VSL) estimates derived …
This report presents a major meta-analysis of value of a statistical life (VSL) estimates derived from surveys around the world. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magnitude of the risk reduction were found to be the factors having the strongest impact, but numerous other policy-relevant factors are also important. The report also presents advice on how VSL estimates can be best used…

This report describes the consensus of a task force convened to provide modelers with guidelines …
This report describes the consensus of a task force convened to provide modelers with guidelines for conducting and reporting modeling studies. While published more than a decade ago, it remains a clearly written resource for thinking about how to accurately describe the components of models and their quality. Criteria for assessing the quality of models fell into three areas: model structure, data used as inputs to models, and model validation. Several major themes cut across…
