ArticlePublication 2017Catastrophic Costs Potentially Averted by TB Control in India and South Africa
This study estimated the reduction in tuberculosis-related catastrophic costs with an aggressive expansion of tuberculosis …
This study estimated the reduction in tuberculosis-related catastrophic costs with an aggressive expansion of tuberculosis services in India and South Africa from 2016 to 2035, in line with the End TB Strategy. The authors investigated three intervention scenarios: improved treatment of drug-sensitive tuberculosis; improved treatment of multidrug-resistant tuberculosis; and expansion of access to tuberculosis care through intensified case finding (South Africa only). In India and South Africa, improvements in treatment for drug-sensitive and multidrug-resistant tuberculosis…

This article, published in Tropical Medicine & International Health, aims to identify the spatial and temporal trends, and epidemiologic correlates, of HIV clusters in Ethiopia. The authors use biomarker and survey data from the 2005, 2011, and 2016 Ethiopia Demographic and Health Surveys (DHS), and the spatial-temporal distribution of HIV is estimated using the Kulldorff spatial scan statistic, a likelihood-based method for determining clustering. The study results indicate that in Ethiopia, geographic HIV clusters are…

This article, published in BMJ Global Health, provides experiences of country contextualization of WHO-CHOICE methods and models to a country level. Results from three contextualized cost-effectiveness analyses (CEAs) are presented, and the authors discuss how this evidence can inform priority setting in Ethiopia. This method of contextualized CEAs requires inclusion of national analysts and use of country-specific inputs for either costs, epidemiology, demography, baseline coverage or effects. Rank ordering of interventions by incremental cost-effectiveness ratios…

This article, published in Health Policy and Planning, examines the cost-effectiveness of several maternal and neonatal health (MNH) interventions in an Ethiopian setting. The authors employ a static life table model to estimate the health impact of a 20% increase in intervention coverage relative to baseline. The results indicate that many MNH interventions are highly cost-effective. This evidence can be useful to inform the ongoing essential health services package revision in Ethiopia.

This article, published in BMJ Global Health, aims to evaluate operations management techniques, which are underutilized in the Ethiopian health system. Previous research has outlined the limitations of paper-based patient records, but few studies have examined their potential utility for improving management of hospital operations. The authors use data collected from paper registries in an Ethiopian obstetrics ward at Addis Ababa’s Tikur Anbessa Specialized Hospital, Ethiopia’s largest university hospital, to model the ward’s operations. The…

ArticlePublication 2018Cost-Effectiveness of Strategies to Prevent Road Traffic Injuries in Eastern Sub-Saharan Africa and Southeast Asia: New Results from WHO-CHOICE
The authors applied a generalized cost-effectiveness analysis (GCEA) approach, applying a null reference case, in …
The authors applied a generalized cost-effectiveness analysis (GCEA) approach, applying a null reference case, in which the effects of currently implemented interventions were subtracted from current rates of burden, in order to identify the most efficient package of interventions that could be applied to Road Traffic Injuries (RTIs). They used a population model to estimate costs and effectiveness of interventions over a 100 year time frame in eastern sub-Saharan Africa and Southeast Asia. All heath…

This article, published in Trials, outlines a protocol for a cost-benefit analysis (CBA) and an extended cost-effectiveness analysis (ECEA) of a comprehensive adolescent pregnancy prevention program in Zambia. The study will be conducted alongside a cluster-randomized controlled trial, which tests the hypothesis that economic support with or without community dialogue is an effective strategy for reducing adolescent childbearing rates. The ECEA will estimate the costs of the intervention packages per unit health and non-health gain…

In order to maximize the value for money for HIV services and increase efficiency without sacrificing quality, robust and up-to-date data on costs, efficiency and its determinants are needed. This PLOS collection, Economic Efficiency of HIV Services, presents recent, high-quality evidence from low- and middle-income countries on costs and technical efficiency of HIV services and their determinants. These data contribute to the current discussion on optimizing resources for HIV services and can provide programmatic guidance for…

This study estimates the cost-effectiveness thresholds (CETs) of 16 HIV programs in South Africa. The use of CETs based on a country’s income per capita has been criticized for not being grounded in theory or evidence, especially in low and middle-income countries (LMICs). An alternative has been produced for South Africa, based on estimates of life years saved and the country’s committed HIV budget. The authors used a previously -published optimization method to estimate CETs,…
