Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

This study aimed to systematically review discrete choice experiments (DCEs) about patients’ preferences for cancer treatment and assessed the relative importance of outcome, process and cost attributes. A systematic literature review was conducted using PubMed and EMBASE to identify all DCEs investigating patients’ preferences for cancer treatment between January 2010 and April 2016. Attributes were classified into outcome, process and cost attributes, and their relative importance was assessed. A total of 28 DCEs were identified.…

The Healthcare Cost and Utilization Project (HCUP) is the most comprehensive source of hospital data in the United States, including information on in-patient care, ambulatory care, and emergency department visits. HCUP enables researchers, insurers, policymakers and others to study health care delivery and patient outcomes over time, and at the national, regional, State, and community levels. Howard Raiffa (1924-2016) had a profound influence on all aspects of the decision sciences and on the fields of systems analysis and operations research. He guided the introduction of the decision sciences into numerous fields such as business, medicine, public health, the environmental sciences, and law, and was instrumental in building world-recognized institutions such as the Kennedy School at Harvard and the International Institute for Applied Systems Analysis near Vienna, Austria. This companion volume to Disease Control Priorities, Third Edition (DCP3), explores the impact of noncommunicable diseases (NCDs) on development and economic growth in the countries of Latin America and the Caribbean (LAC). This collection of manuscripts examines the complex interplay among NCDs, health expenditures and financial investments in health, poverty, and inequities, using up-to-date information and evidence from the LAC region. There is compelling proof that NCDs are a major and growing problem for low- and…

Many important opportunities to improve health lie outside the health sector and involve improving the conditions in which we live and work: safe design and maintenance of roads, bridges, train tracks, and airports; control of environmental pollutants; occupational safety; healthy buildings; a safe and healthy food supply; safe manufacture of consumer products; a healthy social environment; and others. Faced with the overwhelming array of possibilities, U.S. decision makers need help identifying those that can contribute the…

Economic evaluation using dynamic transmission models is important for capturing the indirect effects of infectious disease interventions. The authors examine the use of these methods in low- and middle-income countries, where infectious diseases constitute a major burden. The review is comprised of two parts: (1) a summary of dynamic transmission economic evaluations across all disease areas published between 2011 and mid-2014 and (2) an in-depth review of mosquito-borne disease studies focusing on health economic methods…

Medicare currently pays for 23 preventive services in its benefits package, the majority of which were added since 2005. In the past decade, the program has transformed from one essentially administering treatment claims, to one increasingly focused on health promotion and maintenance. What is largely unappreciated is the role cost-effectiveness analysis has played in the coverage of preventive services. This study reviews the role of cost-effectiveness analysis in Medicare coverage of preventive services and contrast it…

This publication is an example of the application of decision science to the management of federal public forests, in particular to meet sustainability goals and multiple use regulations. Through three case studies, the authors describe four stages of a decision analytic approach: problem structuring (framing the problem and defining objectives and evaluation criteria), problem analysis (defining alternatives, evaluating likely consequences, identifying key uncertainties, and analyzing tradeoffs), decision point (identifying the preferred alternative), and implementation and monitoring…
