ReviewPublication 2016Using Economic Evidence to Set Healthcare Priorities in LMIC

Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

Economic evaluation using dynamic transmission models is important for capturing the indirect effects of infectious disease interventions. The authors examine the use of these methods in low- and middle-income countries, where infectious diseases constitute a major burden. The review is comprised of two parts: (1) a summary of dynamic transmission economic evaluations across all disease areas published between 2011 and mid-2014 and (2) an in-depth review of mosquito-borne disease studies focusing on health economic methods…

The 2015 edition of Methods for the Economic Evaluation of Health Care Programmes provides a 'tool kit' for undertaking health economic evaluations. The report is aimed at researchers, health service professionals and policy makers without a formal economics background. The recommendations are based on the authors' own experiences and so are practical in nature. The book describes the challenges of allocating resources efficiently and fairly, including challenges in methodology and policy formation. Examples are provided.…

This book was originally written to introduce Centers for Disease Control and Prevention staff to the concepts of decision and economic analysis, to provide guidance on methods to maximize comparability of studios, and to provide access to frequently used reference information. It has been adapted to meet the needs of scientists and managers in state and local health departments and managed care organizations as well as students in schools of public health and clinicians for…

This review provides an overview of chlamydia transmission models and offers perspective on how mathematical modeling has responded over time to additional empirical evidence in order to address policy questions related to prevention of chlamydia infection. The authors reviewed published chlamydia models to understand the range of approaches used for policy analyses and how the studies have responded to developments in the field. The authors identified 47 publications reporting on 29 mathematical models through a…

This is a revised and expanded edition of the original text on Cost-Effectiveness in Health and Medicine. The Second Panel on Cost-Effectiveness in Health and Medicine included experts drawn from academia, healthcare administration, and government. The book offers advice for conducting analyses to improve the allocation of health resources, and is intended for economists, policy analysts, hospital executives, and students across health, business, and humanities disciplines. The U.S. Preventive Services Task Force (USPSTF) develops evidence-based recommendations about preventive care based on comprehensive systematic reviews of the best available evidence. Decision models provide a complementary, quantitative approach to support the USPSTF as it deliberates about the evidence and develops recommendations for clinical and policy use. This article describes the rationale for using modeling, an approach to selecting topics for modeling, and how modeling may inform recommendations about clinical preventive services.

This article provides an overview of the main recommendations of the 2016 Second Panel on Cost-Effectiveness in Health and Medicine. In 1993, the U.S. Public Health Service convened the first panel of experts to review the state of cost-effectiveness analysis and to develop guidelines for its use in health, to improve quality and promote comparability. Scientists and scholars in economics, clinical medicine, ethics, and statistics met to share expertise and develop recommendations by consensus. The…

Cost-utility models are increasingly used in many countries to establish whether the cost of a …
Cost-utility models are increasingly used in many countries to establish whether the cost of a new intervention can be justified in terms of health benefits. Health-state utility (HSU) estimates (the preference for a given state of health on a cardinal scale where 0 represents dead and 1 represents full health) are typically among the most important and uncertain data inputs in cost-utility models. Clinical trials represent an important opportunity for the collection of health-utility data.…
