This chapter is part of a report entitled, Decision and Simulation Modeling in Systematic Reviews, that seeks to provide guidance for determining when incorporating a decision-analytic model alongside a systemic review would be of added value for decision making purposes. The chapter discusses the role of decision analysis and decision-analytic models in health care, specifically within the context of the current emphasis on evidence-based medicine and the proliferation of systematic reviews. Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…

Costs incurred by health programs for activities conducted above the front-line facility or community setting …
Costs incurred by health programs for activities conducted above the front-line facility or community setting constitute a substantial share of health program spending. Despite the important of these activities in the delivery of major health services, and despite the vast sums spent above the point of service delivery, far less is known about their costs compared with costs at the point of service delivery. This report presents a major meta-analysis of value of a statistical life (VSL) estimates derived …
This report presents a major meta-analysis of value of a statistical life (VSL) estimates derived from surveys around the world. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magnitude of the risk reduction were found to be the factors having the strongest impact, but numerous other policy-relevant factors are also important. The report also presents advice on how VSL estimates can be best used…
