Policymaking during a pandemic can be extremely challenging. As COVID-19 is a new disease and its global impacts are unprecedented, decisions are taken in a highly uncertain, complex, and rapidly changing environment. In such a context, in which human lives and the economy are at stake, the authors argue that using ideas and constructs from modern decision theory, even informally, will make policymaking a more responsible and transparent process.

This article is a literature review of HPV vaccination models suitable for low-income and middle-income country use to provide information about the feasibility of using such models in a developing country setting. The authors evaluated models in terms of their capacity, requirements, limitations and comparability. Their literature review identified six HPV vaccination models suitable for low-income and middle-income country use and representative of the literature in terms of provenance and model structure. This report describes the consensus of a task force convened to provide modelers with guidelines for conducting and reporting modeling studies. While published more than a decade ago, it remains a clearly written resource for thinking about how to accurately describe the components of models and their quality. Criteria for assessing the quality of models fell into three areas: model structure, data used as inputs to models, and model validation. Several major themes cut across…
