ArticlePublication 2018Cost-Effectiveness of Financial Incentives and Disincentives for Improving Food Purchases and Health through SNAP
This analysis estimated the health impact, costs, and cost-effectiveness of food incentives, disincentives, or restrictions …
This analysis estimated the health impact, costs, and cost-effectiveness of food incentives, disincentives, or restrictions in the Supplemental Nutrition Assistance Program (SNAP). A microsimulation model (CVD-PREDICT) was used to compare three policy interventions: (1) a 30% incentive for fruits and vegetables (F&V), (2) a 30% F&V incentive with a restriction of sugar-sweetened beverages (SSBs), and (3) a broader incentive/disincentive program for multiple foods that also preserves choice (SNAP-plus). From a societal perspective, all three scenarios…

This resource pack, curated by the Center for Health Decision Science, introduces the theory and …
This resource pack, curated by the Center for Health Decision Science, introduces the theory and practice of benefit-cost analysis. It is targeted towards advanced students as well as practitioners and those interested in teaching benefit-cost analysis. Benefit-cost analysis (also referred to as cost-benefit analysis) is a well-established and widely-used form of economic evaluation. It is designed to inform policy and other decisions by providing evidence on the consequences of alternative interventions. In benefit-cost analysis, all…

ArticlePublication 2018Examining Evaluation Methods for Health Equity Policies
This article reviews diverse methods for evaluating public policies that address social determinants of health …
This article reviews diverse methods for evaluating public policies that address social determinants of health equity. Understanding approaches to evaluating public policies is essential in strengthening the evidence base that informs policy change. Examining 50 studies in the article, the authors find that most studies evaluating policies for health equity outcomes use observational research designs and regression techniques to analyze impact. Furthermore, the studies reviewed primarily relied on secondary data, and nearly three out of…

This Policy Communication Toolkit is a resource to bridge the gap that often lies between research and policy. It consolidates tools, materials, and approaches PRB has developed and refined over 30 years of training researchers to communicate to policy audiences. Through this toolkit, users can build skills to bridge this gap, with the goal of increasing the use of evidence in policy and decisionmaking. Research often has profound implications for policy, but without effective communication…

ReportPublication 2017Underestimated Cost of the Opioid Crisis
This report on the opioid public health crisis was released by the White House Council …
This report on the opioid public health crisis was released by the White House Council on Economic Advisors (CEA) in November 2017. It corrects previous estimates of related costs by adding the value of the associated deaths. Earlier estimates focused on medical and other expenditures, while the new report also includes estimates of the value that individuals place on reducing their own risks of premature mortality. The report notes that, in 2015, over 33,000 Americans…

ArticlePublication 2017When Cost-Effective Interventions Are Unaffordable
Many health interventions deemed cost-effective are not affordable. Despite the importance of affordability to policymakers, …
Many health interventions deemed cost-effective are not affordable. Despite the importance of affordability to policymakers, little of the cost-effectiveness literature in global health addresses this issue. Budget impact analysis (BIA) describes an intervention's short-term costs and savings from the payer's perspective. This paper assesses the current use of budget impact analysis (BIA) and cost-effectiveness analysis (CEA) in health economic assessments conducted for low- and middle-income countries (LMICs). The authors recommend steps researchers and policymakers can…

The Food and Drug Administration (FDA) is required to do a regulatory impact analysis assessing the costs and benefits of its tobacco products and other regulations. This paper provides a critical review of the approach the FDA used in its proposed and final graphic warning label rule, and includes recommendations on how to improve the analysis in ways that account for the differences between tobacco use and consumption of most consumer products. To date, FDA…

Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…
