Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…

Caregivers, family and friends play a significant role in supporting people with mental illness, and it has long been recognized that informal carers constitute a significant ‘hidden’ workforce in Australia. Faced as Australia is with an ageing population and burgeoning chronic disease, data on the contribution that carers make and the consequent savings to governments and other ‘payers’ need to be articulated. In this paper, the authors examine the use of solid fuels as a primary energy source for cooking in India, which contributes to high rates of infant and child mortality as well as other diseases caused by household air pollution (HAP). To achieve the widespread adoption of one of three interventions – a mud chimney stove, a blower stove, and LPG use—the government needs to offer subsidies to households using solid fuels. While the reduction…

ICER is a non-profit organization that evaluates evidence on a range of topics including the value of medical tests, treatments and delivery system innovations and moves that evidence into action to improve the health care system. To accomplish this goal ICER performs analyses on effectiveness and costs, supports specific programs, and develops reports using innovative methods that make it easier to translate evidence into decisions that can align efforts to use evidence to drive improvements in both…

This workshop report summarizes a workshop convened by the Institute of Medicine to explore the potential uses of simulation and other types of modeling for improving health. Participants worked to identify how modeling could inform population health decision making (selecting and refining potential strategies, ranging from interventions to investments) based on lessons learned from models that have been, or have not been, used successfully, opportunities and barriers to incorporating models into decision making, and data needs and…

This case study explores the experiences of three Manhattan-based hospitals during Superstorm Sandy in 2012. It focuses on decisions made by each institution, as Sandy approached, about whether to shelter-in-place or evacuate hundreds of medically fragile patients, and how each of the three hospitals took a different approach, informed by differing perceptions of risk and related factors. The case will be useful for public health students and administrators in understanding decision-making in settings of an…
