This workshop report summarizes a workshop convened by the Institute of Medicine to explore the potential uses of simulation and other types of modeling for improving health. Participants worked to identify how modeling could inform population health decision making (selecting and refining potential strategies, ranging from interventions to investments) based on lessons learned from models that have been, or have not been, used successfully, opportunities and barriers to incorporating models into decision making, and data needs and…

In the Region of the Americas, noncommunicable diseases (NCDs) are a clear threat not only to human health, but also to a country’s economic development and growth. The evidence on both of these counts is compelling. In 2012, cardiovascular disease, diabetes, cancers, chronic respiratory conditions including asthma, and other NCDs were the cause of 4.5 million deaths in the Americas. Of that total number, 1.5 million of them were premature, occurring among people aged 30-69…

Many low- and middle-income countries now aspire to universal health coverage, where governments ensure that all people have access to the quality health services they need without risk of impoverishment. But for universal health coverage to become reality, the health services offered must be consistent with the funds available-and this implies tough everyday choices for policymakers. Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…
