In this article the authors used the CVD Policy Model to compare the cost-effectiveness of conservative versus intensive blood pressure treatment guidelines in adult hypertensive patients aged 35 to 74 years. Outcomes included in the study were CVD events, treatment costs, quality-adjusted life years, and drug and monitoring costs projected over the years 2016 to 2026. The effectiveness and costs of hypertension were calculated for treatment according to the 2003 Joint National Committee (JNC)-7 or…

Despite the existence of effective interventions and best-practice guideline recommendations for childcare services to implement policies, practices, and programs to promote child healthy eating, physical activity, and prevent unhealthy weight gain, many services fail to do so. The primary aim of the review was to examine the effectiveness of strategies aimed to improve the implementation of policies, practices, or programs by childcare services that promote child healthy eating, physical activity, and/or obesity prevention. This paper evaluates the potential health and financial risk protection effects of a policy of …
This paper evaluates the potential health and financial risk protection effects of a policy of universal public finance (UPF) to treating schizophrenia in India. The study uses the extended cost effectiveness analysis framework across income quintiles. The results show financial protection benefits concentrated in the richest income quintiles, while health gains were concentrated among the poorest. The value of insurance is highest for the poorest income and decreases as the household income increases. In settings…

Human immunodeficiency virus (HIV) prevention services for key populations are commonly delivered through NGOs. However, funding for HIV prevention remains scarce, and there are growing calls internationally to improve the efficiency of HIV prevention programmes as a key strategy to reach global HIV targets. To date, there is limited evidence on the determinants of costs of HIV prevention delivered through NGOs, and thus, policymakers have little guidance in how best to design programmes that are…

This report from RAND reviews decision-support tools, including models and nonmodeling approaches, that are relevant to infectious disease prevention, detection, and response and aligns these tools with real-world policy questions that the tools can help address. This overview is designed to help modelers and other technical experts understand the questions that policymakers will raise and the decisions they must make. Policy makers seeking to reduce childhood obesity must prioritize investment in treatment and primary prevention. …
Policy makers seeking to reduce childhood obesity must prioritize investment in treatment and primary prevention. The authors estimated the cost-effectiveness of seven interventions high on the obesity policy agenda: (1) a sugar-sweetened beverage excise tax, (2) elimination of the tax subsidy for advertising unhealthy food to children, (3) restaurant menu calorie labeling, (4) nutrition standards for school meals, (5) nutrition standards for all other food and beverages sold in schools, (6) improved early care and…

The Commission on Investing in Health published its report, GlobalHealth2035, in 2013, estimating an investment case for a grand convergence in health outcomes globally. In support of the drafting of the Sustainable Development Goals (SDGs), this paper presents estimates of what the grand convergence investment case might achieve—and what investment would be required—by 2030. The authors start with a country-based (bottom-up) analysis of the costs and impact of…!--?xml:namespace prefix = "o" ns = "urn:schemas-microsoft-com:office:office" /-->

This lesson plan from the Centers for Disease Control and Prevention (CDC) was curated to teach high school students, grades 9-10, to explore decision-making about the seasonal influenza (flu) vaccination. The lesson looks at financial decisions around vaccinations, based on a case study exploring the experiences of 282 children from cities around the United States. It looks at a wide range of factors including treatment for children with the flu and the cost of parents…

ArticlePublication 2015Universal Public Finance of Tuberculosis Treatment in India: An Extended CEA
This paper evaluates the consequences of universal public finance (UPF) for tuberculosis treatment in India …
This paper evaluates the consequences of universal public finance (UPF) for tuberculosis treatment in India using extended cost-effectiveness analysis (ECEA). The authors evaluated the impact of UPF on health gains, financial consequences, and catastrophic health expenditures, and concluded that the health gains and insurance value of UPF would accrue mostly to the poor. However, reductions in out-of-pocket expenditures were found to be more uniformly distributed across income quintiles. A variant on the base case suggests…
