Founded in 1998 out of a special interest group on multi-criteria decision making, The International Society for Multi-Criteria Decision Making (MCDM) develops, tests, evaluates and applies methodologies for solving multiple criteria decision making problems. They foster interaction and research in the scientific field of multiple criteria decision making, and work with other organizations in the study of management from a quantitative perspective. This module is an introduction to models and to their role in regulatory decision-making, and is intended for non-scientists from a variety of different backgrounds including law, journalism, public policy, and business. The module covers three main themes: (1) Core lessons on using models for policy making; (2) Key questions on the art and science of modeling including how models differ from other scientific techniques; and (3) Key ideas on using models in policy-making including how…

This module has been developed around the topic of the extraction of natural gas from shale. This practice, commonly referred to as fracking, involves several practices that have complex and uncertain consequences. In the module, three scientific concepts are explored in order to elucidate how science is applied toward addressing real-world problems. The scientific concepts are: (1) correlation is not the same as causation, (2) hazard is not the same as risk, and (3) risk…

Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

Cost-effectiveness analysis assumes a single constraint, in the form of the budget constraint, whereas in reality decision makers may be faced with numerous other constraints. The objective of this article is to develop a typology of constraints that may act as barriers to implementation of cost-effectiveness recommendations. Six categories of constraints are considered: the design of the health system; costs of implementing change; system interactions between interventions; uncertainty in estimates of costs and benefits; weak governance;…

This is a review of economic evaluations of complex health interventions. Complex interventions, involving interlinked packages of care, challenge the application of current methods of economic evaluation that focus on measuring only health gain. The authors find that complex interventions may be problematic on two levels. First, the complexity means the intervention may not fit into one of the current appraisal systems, and/or second, maximizing health is not the only objective. This paper discusses the…
