ArticlePublication 2017Modeled Health Benefits of a SSB Tax across Different Socioeconomic Groups in Australia

This analysis assessed the potential cost-effectiveness, health gains, and financial impacts of a 20% sugar-sweetened beverage (SSB) tax for Australia. Australia-specific price elasticities were used to predict decreases in SSB consumption for each socio-economic quintile. Changes in body mass index (BMI) were based on SSB consumption, BMI from the Australian Health Survey, and energy balance equations. Markov cohort models were used to estimate the health-adjusted life years (HALYs) gained, healthcare costs saved, and out-of-pocket costs…

This brief summarizes findings from the CHOICES Learning Collaborative Partnership simulation model of implementing Safe Routes to School (SRTS) initiatives in elementary and middle schools in the Houston Independent School District. SRTS aims to help children safely walk and bicycle to school through infrastructure improvements, education, and promotional activities. The analysis compared the costs and outcomes over a 10-year time horizon (2017-2027) of implementing SRTS in Houston with the costs and outcomes associated with not…

This report from the World Bank is the third volume of the Disease Control Priorities, Third Edition (DCP3) series. It presents data on the complex patterns of cancer incidence and deaths globally, and offers evidence on effective measures to control cancers. This report identifies settings in which cancer treatment may be ineffective or wasteful, and offers alternative cancer care packages that are cost-effective and better suited to low-resource environments. The Disease Control Priorities Network (DCP)…

This report from the World Bank is the first volume of the Disease Control Priorities, Third Edition (DCP3) series. Essential Surgery presents data on the surgical burden of disease, disability, congenital abnormalities, and trauma, as well as the health impact and economic analysis of procedures. This report identifies 44 procedures that address substantial needs, are cost effective, and are feasible to implement in low- and middle-income countries. If made universally available, these 44 procedures could…

This report follows a June 2018, Forum on Microbial Threats that was held at the National Academies of Sciences, Engineering, and Medicine. This was a 1.5-day public workshop with the goal being an assessment of the current understanding of the interaction of infectious disease threats and economic activity in order to suggest future areas of research. The authors examine the complexities of the vaccine enterprise, a fundamental component of preventive medicine and public health, from research and development of new vaccines to financing and reimbursement of immunization services. The current climate, socially, economically and politically, presents challenges and opportunities to the U.S. to strengthen the existing systems of developing, manufacturing, regulating, distributing, funding, and administering safe and effective vaccines for all people. This report on the opioid public health crisis was released by the White House Council on Economic Advisors (CEA) in November 2017. It corrects previous estimates of related costs by adding the value of the associated deaths. Earlier estimates focused on medical and other expenditures, while the new report also includes estimates of the value that individuals place on reducing their own risks of premature mortality. The report notes that, in 2015, over 33,000 Americans…

Many health interventions deemed cost-effective are not affordable. Despite the importance of affordability to policymakers, little of the cost-effectiveness literature in global health addresses this issue. Budget impact analysis (BIA) describes an intervention's short-term costs and savings from the payer's perspective. This paper assesses the current use of budget impact analysis (BIA) and cost-effectiveness analysis (CEA) in health economic assessments conducted for low- and middle-income countries (LMICs). The authors recommend steps researchers and policymakers can…

Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…
