This report on the opioid public health crisis was released by the White House Council on Economic Advisors (CEA) in November 2017. It corrects previous estimates of related costs by adding the value of the associated deaths. Earlier estimates focused on medical and other expenditures, while the new report also includes estimates of the value that individuals place on reducing their own risks of premature mortality. The report notes that, in 2015, over 33,000 Americans…

Caregivers, family and friends play a significant role in supporting people with mental illness, and …
Caregivers, family and friends play a significant role in supporting people with mental illness, and it has long been recognized that informal carers constitute a significant ‘hidden’ workforce in Australia. Faced as Australia is with an ageing population and burgeoning chronic disease, data on the contribution that carers make and the consequent savings to governments and other ‘payers’ need to be articulated. This report attempts to put a ‘value’ on informal caring for those with mental illness.…

To accomplish this goal ICER performs analyses on effectiveness and costs, supports specific programs, and develops reports using innovative methods that make it easier to translate evidence into decisions that can align efforts to use evidence to drive improvements in both…

The question of how to evaluate lost consumer surplus in benefit−cost analyses is controversial. There are clear health benefits of regulations that curb consumption of goods with health risks, such as tobacco products and foods high in fats, calories, sugar, and sodium. Yet, if regulations cause consumers to give up goods they like, the health benefits they experience may be offset by some utility loss, which benefit−cost analyses of regulations need to take into account.…

This study sought to understand how the general public views the quality of life effects of opioid misuse and opioid use disorder on an individual and his/her spouse, measured in terms used in economic evaluations. The study design was a cross-sectional internet survey of a US population-representative respondent panel conducted December 2013-January 2014, with a total of 2054 randomly selected adults, of whom 51.1% were male. This analysis summarized the evidence on the preferences, expectations, and values of hypertension management and treatment in hypertensive patients. The authors reviewed 24 studies involving 8,701 participants. Despite varying areas of focus, common themes included (1) patients often obtain hypertension information from their physicians and prefer shared patient-centered decision-making, and (2) side effects, cost, and convenience are important factors for patients when selecting a treatment regimen for hypertension.

Problematic alcohol use is known to harm individuals surrounding the drinker. This study described the health utility of people who reported having a family member(s) whom they perceived as a “problem drinker.” Using a US population dataset, and adjusting for other drinking-related factors, perceiving a family member as a problem drinker was associated with lower health utility on the order of 0.033 (P < 0.001) for a spouse/partner to 0.023 (P < 0.001) for a…

This study develops a dynamic agent-based simulation model, the Disease Control Priorities Simulation (DCPSim) model, to estimate the health and economic benefits of health interventions and policies. Authors examined two different policies that can scale up the availability of drugs for secondary prevention of acute myocardial infarction (AMI) in India: a universal public provision (UPP) that provides a drug for free at public health facilities, and a universal public finance (UPF) that provides a drug…
