The Healthcare Cost and Utilization Project (HCUP) is the most comprehensive source of hospital data in the United States, including information on in-patient care, ambulatory care, and emergency department visits. HCUP enables researchers, insurers, policymakers and others to study health care delivery and patient outcomes over time, and at the national, regional, State, and community levels. The Agency for Healthcare Research and Quality (AHRQ) provides a range of data resources in the form of online, searchable…

The question of how to evaluate lost consumer surplus in benefit−cost analyses is controversial. There are clear health benefits of regulations that curb consumption of goods with health risks, such as tobacco products and foods high in fats, calories, sugar, and sodium. Yet, if regulations cause consumers to give up goods they like, the health benefits they experience may be offset by some utility loss, which benefit−cost analyses of regulations need to take into account.…

This paper investigates the cost-effectiveness of using rapid point-of-care tests for prenatal syphilis screening among pregnant women in sub-Saharan Africa, a region with syphilis prevalence rates as high as 17%, and where traditional multi-test screening methods have been challenging to implement. Focusing on newly available rapid point-of-care screening tests, strategies differed by the initial test [rapid plasma reagin (RPR), immunochromographic strip (ICS)], need for confirmation with Treponema pallidum hemagglutination assay, and number of visits required.…

ReviewPublication 2017Quality of Life as an Outcome of Opioid Use Disorder Treatment
The recent opioid epidemic has prompted renewed interest in opioid use disorder treatment, but there …
The recent opioid epidemic has prompted renewed interest in opioid use disorder treatment, but there is little evidence regarding health-related quality-of-life (HRQoL) outcomes in treatment programs. Measuring HRQoL represents an opportunity to consider outcomes of opioid use disorder treatment that are more patient-centered and more relevant to overall health than abstinence alone. This systematic literature review explores the extent to which the collection of HRQoL by opioid treatment programs is documented in the treatment program literature.…

Using the extended cost-effectiveness analysis (ECEA), this paper evaluates the impacts of fully publicly financed care for depression, bipolar disorder, schizophrenia and epilepsy as part of the mental and neurological package (MN) of the National Mental Health Strategy in Ethiopia. The following outcomes were estimated disaggregated across wealth quintiles: (1) healthy-life-years (HALYs) gained; (2) household out-of-pocket (OOP) expenditures averted (3) expected financial risk protection (FRP); and (4) productivity impact. The MN package is expected to…

This chapter assesses the costs and benefits of delivering a set of integrated reproductive, maternal, …
This chapter assesses the costs and benefits of delivering a set of integrated reproductive, maternal, newborn and child health interventions in countries with high child and maternal mortality to demonstrate that very high returns can be achieved through this investment and to underscore the importance of an accurate assessment of those returns. This includes the full range of costs involved in delivering integrated care and the full range of benefits that flow from the interventions.…

This companion volume to Disease Control Priorities, Third Edition (DCP3), explores the impact of noncommunicable diseases (NCDs) on development and economic growth in the countries of Latin America and the Caribbean (LAC). This collection of manuscripts examines the complex interplay among NCDs, health expenditures and financial investments in health, poverty, and inequities, using up-to-date information and evidence from the LAC region. This study sought to understand how the general public views the quality of life effects of opioid misuse and opioid use disorder on an individual and his/her spouse, measured in terms used in economic evaluations. The study design was a cross-sectional internet survey of a US population-representative respondent panel conducted December 2013-January 2014, with a total of 2054 randomly selected adults, of whom 51.1% were male. The mean individual utility ranged from 0.574 for active injection…
