ArticlePublication 2023Out-of-Pocket Expenditures & Financial Risks Associated with Treatment of Vaccine-Preventable Diseases in Ethiopia
This study investigates out-of-pocket (OOP) expenditures and associated catastrophic health expenditures (CHEs) for vaccine-preventable diseases …
This study investigates out-of-pocket (OOP) expenditures and associated catastrophic health expenditures (CHEs) for vaccine-preventable diseases (VPDs) in Ethiopia. Through a cross-sectional costing analysis, data on OOP direct medical and nonmedical expenditures were collected from 995 households in 54 health facilities nationwide. The study focuses on VPDs in children under 5 years for pneumonia, diarrhea, measles, and pertussis, and in children under 15 years for meningitis. Mean OOP expenditures per disease episode ranged from $5·6 to…

ArticlePublication 2020Impact of Cigarette Tax Increase in India
This article, published in Gates Open Research, examines the impact of a one-time large cigarette …
This article, published in Gates Open Research, examines the impact of a one-time large cigarette price increase, through an increase in excise tax, on health and financing outcomes in four Indian states. Extended cost-effectiveness analysis (ECEA) is used to estimate, across income quintiles, the life-years gained, treatment cost averted, number of men avoiding catastrophic health expenditures and extreme poverty, and additional tax revenue collected with a cigarette price increase to Indian Rupees (INR) 10 plus…

ArticlePublication 2017Distributional Benefits of Tobacco Tax and Smoke-Free Workplaces in China
This study used the extended cost–effectiveness analysis (ECEA) to evaluate, across income quintiles of the …
This study used the extended cost–effectiveness analysis (ECEA) to evaluate, across income quintiles of the male population, the premature deaths averted, the change in tax revenues generated, and the financial risk protection procured, that would follow a 75% increase in cigarette prices through substantial increments in excise tax fully passed onto consumers, and a nationwide total implementation of workplace smoking bans. A 75% increase in cigarette prices would avert about 24 million premature deaths among…

ArticlePublication 2015Consequences of Tobacco Tax in Rich and Poor Smokers in China: An ECEA
This study used the extended cost-effectiveness analysis methods to estimate, across income quintiles of the …
This study used the extended cost-effectiveness analysis methods to estimate, across income quintiles of the male population, the health benefits (years of life gained), the additional tax revenues raised, the net financial consequences for households, and the financial risk protection provided to households, that would be caused by a 50% increase in tobacco price through excise tax fully passed onto tobacco consumers in China. The analysis showed that a 50% increase in tobacco price through…

ArticlePublication 2019Country Contextualization of Cost-Effectiveness Studies
This article, published in BMJ Global Health, provides experiences of country contextualization of WHO-CHOICE methods …
This article, published in BMJ Global Health, provides experiences of country contextualization of WHO-CHOICE methods and models to a country level. Results from three contextualized cost-effectiveness analyses (CEAs) are presented, and the authors discuss how this evidence can inform priority setting in Ethiopia. This method of contextualized CEAs requires inclusion of national analysts and use of country-specific inputs for either costs, epidemiology, demography, baseline coverage or effects. Rank ordering of interventions by incremental cost-effectiveness ratios…

ArticlePublication 2019Modelling Hospital Operations from Paper Registry Data

This article, published in BMJ Global Health, aims to evaluate operations management techniques, which are underutilized in the Ethiopian health system. Previous research has outlined the limitations of paper-based patient records, but few studies have examined their potential utility for improving management of hospital operations. The authors use data collected from paper registries in an Ethiopian obstetrics ward at Addis Ababa’s Tikur Anbessa Specialized Hospital, Ethiopia’s largest university hospital, to model the ward’s operations. The…

ArticlePublication 2017Household Energy Interventions in Haryana, India: An Extended CEA
In this paper, the authors examine the use of solid fuels as a primary energy …
In this paper, the authors examine the use of solid fuels as a primary energy source for cooking in India, which contributes to high rates of infant and child mortality as well as other diseases caused by household air pollution (HAP). To achieve the widespread adoption of one of three interventions – a mud chimney stove, a blower stove, and LPG use—the government needs to offer subsidies to households using solid fuels. While the reduction…

ArticlePublication 2016Cost-Effectiveness of Routine Vaccination With a Live-Attenuated Dengue Vaccine: Model Comparison
Large Phase III trials across Asia and Latin America have demonstrated the efficacy of a recombinant, …
Large Phase III trials across Asia and Latin America have demonstrated the efficacy of a recombinant, live-attenuated dengue vaccine (Dengvaxia) over the first 25 months following vaccination. Subsequent data collected in the longer-term follow-up phase, however, have raised concerns about a potential increase in hospitalization risk of subsequent dengue infections, in particular among young, dengue-naïve vaccinees. This paper reports predictions from eight independent modelling groups on the long-term safety, public health impact, and cost-effectiveness of routine…

ArticlePublication 2016Rotavirus Vaccines Contribute Towards UHC in A Mixed Public–Private Healthcare System
This extended cost-effectiveness analysis (ECEA) evaluates the non-health benefits of rotavirus vaccination in Malaysia from …
This extended cost-effectiveness analysis (ECEA) evaluates the non-health benefits of rotavirus vaccination in Malaysia from the household’s perspective. The authors found that rotavirus vaccination reduces rotavirus episodes and expenditure substantially and provides financial risk protection to all income groups. Although the rich are paying more out of pocket than the poor by utilizing more expensive healthcare, the poor are paying more in proportion to household income. Poverty reduction benefits are concentrated amongst the poorest two…
