ReviewPublication 2015Medicare's Use of CEA for Prevention (But Not Treatment)

Medicare currently pays for 23 preventive services in its benefits package, the majority of which were added since 2005. In the past decade, the program has transformed from one essentially administering treatment claims, to one increasingly focused on health promotion and maintenance. What is largely unappreciated is the role cost-effectiveness analysis has played in the coverage of preventive services. This study reviews the role of cost-effectiveness analysis in Medicare coverage of preventive services and contrast it…

This study aimed to systematically review discrete choice experiments (DCEs) about patients’ preferences for cancer treatment and assessed the relative importance of outcome, process and cost attributes. A systematic literature review was conducted using PubMed and EMBASE to identify all DCEs investigating patients’ preferences for cancer treatment between January 2010 and April 2016. Attributes were classified into outcome, process and cost attributes, and their relative importance was assessed. A total of 28 DCEs were identified.…

Simulation models combine information from a variety of sources to provide a useful tool for examining how the effects of obesity unfold over time and impact population health. They can aid in the understanding of the complex interaction of the drivers of diet and activity and their relation to health outcomes. This paper provided an overview of different types of simulation models used to evaluate the potential impact of policies to address the obesity epidemic.…

This text was conceived and developed in the Harvard T.H. Chan School of Public Health at the Center for the Analysis of Health Practices. The book had its origins in a set of classroom materials developed during the academic year 1974-75 for an elective course in medical decision making at the Harvard Medical School. Policy makers in low-income and lower-middle-income countries (LMICs) are increasingly looking to develop ‘evidence-based’ frameworks for identifying priority health interventions. This paper synthesizes and appraises the literature on methodological frameworks – which incorporate economic evaluation evidence – for the purpose of setting healthcare priorities in LMICs. A systematic search of Embase, MEDLINE, Econlit and PubMed identified 3968 articles with a further 21 articles identified through manual searching. A total of 36 papers were eligible for inclusion.…

Studies indicate that combined diet and physical activity promotion programs can prevent type 2 diabetes …
Studies indicate that combined diet and physical activity promotion programs can prevent type 2 diabetes among persons at increased risk. This paper systematically evaluates the evidence on cost, cost-effectiveness, and cost–benefit estimates of diet and physical activity promotion programs. English-language studies from high-income countries that provided data on cost, cost-effectiveness, or cost–benefit ratios of diet and physical activity promotion programs with at least 2 sessions over at least 3 months delivered to persons at increased risk…

Many low- and middle-income countries now aspire to universal health coverage, where governments ensure that all people have access to the quality health services they need without risk of impoverishment. But for universal health coverage to become reality, the health services offered must be consistent with the funds available-and this implies tough everyday choices for policymakers. This publication argues that the creation of an explicit health benefits plan-a defined list of services that are and are…
