ReportPublication 2015Chapter 4: Cervical Cancer
This chapter focuses on the possibility of primary prevention of cervical cancer as a result …
This chapter focuses on the possibility of primary prevention of cervical cancer as a result of the introduction of two commercially available vaccines against human papillomavirus (HPV). Few low- and middle-income countries (LMICs) have initiated or sustained cytology-based cervical cancer prevention programs, and these countries experience very high incidence and mortality rates. Fortunately, alternative strategies to prevent cervical cancer have been investigated and extensively evaluated in these settings. The authors report findings from cost-effectiveness analyses…

In the Region of the Americas, noncommunicable diseases (NCDs) are a clear threat not only to human health, but also to a country’s economic development and growth. The evidence on both of these counts is compelling. In 2012, cardiovascular disease, diabetes, cancers, chronic respiratory conditions including asthma, and other NCDs were the cause of 4.5 million deaths in the Americas. Of that total number, 1.5 million of them were premature, occurring among people aged 30-69…

GuidelinesPublication 2011HPV Vaccine Introduction in LMIC's: Guidance on the Use of Cost-Effectiveness Models
This article is a literature review of HPV vaccination models suitable for low-income and middle-income …
This article is a literature review of HPV vaccination models suitable for low-income and middle-income country use to provide information about the feasibility of using such models in a developing country setting. The authors evaluated models in terms of their capacity, requirements, limitations and comparability. Their literature review identified six HPV vaccination models suitable for low-income and middle-income country use and representative of the literature in terms of provenance and model structure. Each model was…

This is a reference case which gives 12 principles to guide the planning, conduct and reporting of health economic evaluations in low- and middle-income countries (LMICs). The International Decision Support Group (iDSI) is a network of health, policy and economic experts. It builds on the approaches of the National Institute for Health and Care Excellence (NICE) in the UK, the Health Intervention and Technology Assessment Program (HITAP) in Thailand and the World Health Organization. iDSI…

Smoking is considered the leading risk factor for mortality among the Armenian population. The authors conducted an extended cost-effectiveness analysis (ECEA) on increases in the excise tax on cigarettes in Armenia. Based on the World Health Organization recommendations, they analyzed the impact of a 75% increase of excise tax on the retail price of cigarettes. The ECEA found large health and financial benefits to the excise tax. It averted about 88,000 premature deaths, US$63 million of OOP…

The Cochrane handbook for reviews of diagnostic test accuracy is produced by the Cochrane Diagnostic Test Accuracy Working Group. This group was constituted by the Steering Group of the Cochrane Collaboration to implement the publication of systematic reviews of diagnostic test accuracy within the Cochrane Collaboration. The handbook is structured as Part 1. Cochrane Reviews which contains four chapters and Part 2. General Methods for Cochrane Reviews of Diagnostic Test Accuracy which contains seven chapters. The U.S. Preventive Services Task Force (USPSTF) develops evidence-based recommendations about preventive care based on comprehensive systematic reviews of the best available evidence. Decision models provide a complementary, quantitative approach to support the USPSTF as it deliberates about the evidence and develops recommendations for clinical and policy use. This article describes the rationale for using modeling, an approach to selecting topics for modeling, and how modeling may inform recommendations about clinical preventive services.

Cost-utility models are increasingly used in many countries to establish whether the cost of a …
Cost-utility models are increasingly used in many countries to establish whether the cost of a new intervention can be justified in terms of health benefits. Health-state utility (HSU) estimates (the preference for a given state of health on a cardinal scale where 0 represents dead and 1 represents full health) are typically among the most important and uncertain data inputs in cost-utility models. Clinical trials represent an important opportunity for the collection of health-utility data.…

This workshop report summarizes a workshop convened by the Institute of Medicine to explore the potential uses of simulation and other types of modeling for improving health. Participants worked to identify how modeling could inform population health decision making (selecting and refining potential strategies, ranging from interventions to investments) based on lessons learned from models that have been, or have not been, used successfully, opportunities and barriers to incorporating models into decision making, and data needs and…
