Key Messages from DCP3: Universal Health Coverage and Intersectoral Action for Health

This review article from The Lancet highlights the conclusions drawn from the nine volumes of Disease Control Priorities, third edition (DCP3), published between 2015 and 2018 by the World Bank, with particular focus on intersectoral policy priorities and essential universal health coverage (EUHC). The article provides a history of the DCP series and describes the structure and analysis of the current DCP3, which is built around 21 “essential packages,” each of which addresses the concerns of a major professional community (e.g. maternal and newborn health, cancer) and contains a combination of intersectoral policies and health-sector interventions; the packages are further categorized into four clusters (age-related, infectious disease, noncommunicable disease and injury, health services).
The authors’ note that at the heart of DCP3 is a review of the costs, effectiveness, implementability, and capacity to deliver outcomes of health-sector interventions. They argue that the DCP3 is particularly relevant because the success of EUHC depends increasingly on greater domestic financing as global development aid shifts to global public goods. The article summarizes a model concept for EUHC and identifies specific priorities for action.
