Comment: DCP3 - Improving Health and Reducing Poverty

In this comment article in The Lancet, author Dean T. Jamison describes the evolution of The World Bank’s seminal Disease Control Priorities (DCP) series, the first edition of which was published in 1993. Each edition of the DCP (the third, most recent of which was published in 2015-2016) provides evidence on intervention efficacy and program effectiveness for the leading causes of global disease burden, “combin[ing] the science about interventions implemented in specific locales and under specific conditions with informed judgment to reach reasonable conclusions about the impact of different combinations of interventions in diverse environments.” Jamison draws an important distinction between the policy analysis objective of DCP and the meta-analysis of scientific studies which characterizes a systematic review, noting that “policy analysis must incorporate but go beyond systematic review.” He goes on to describe the format and approach of DCP3, which is presented in nine volumes, each of which provides specific policy analyses on the full range of interventions, essential packages, and policies relevant to its health topic of focus.
